                                Description of STA Request

        OrbView-3, a non-geostationary remote sensing satellite in the Earth-Exploration
Satellite Service (“EESS”), has reached the end of its useful life. GeoEye License Corp. f/k/a
ORBIMAGE License Corp. (“GeoEye”) plans to conduct a controlled de-orbit of OrbView-3
in January 2011. During the de-orbit, the satellite’s communications channels will remain
inactive and only the telemetry, tracking and command (“TT&C”) channels will be used. To
the extent necessary, GeoEye seeks STA to alter OrbView-3’s orbital parameters and to
perform TT&C functions with OrbView-3 during the de-orbiting process.

        As a remote sensing satellite, the operation of OrbView-3 is licensed by the National
Oceanic and Atmospheric Administration (“NOAA”), with the Commission retaining
authority over the use of radiofrequency (RF) communications. See Orbital Imaging
Corporation, DA 99-853 (1999). The particulars of the de-orbiting plan are included in the
attached presentation that was made to NOAA for its approval. Because NOAA regulates the
post-mission disposal plans of commercial remote sensing satellites, the Commission has
recognized that such orbital debris-related matters need not also be submitted to the
Commission for its approval. See Mitigation of Orbital Debris, FCC 04-130, at ¶ 104 (2004).
Because TT&C communications will continue during the OrbView-3 de-orbit process at a
different orbit than that specified in its Commission authorization, GeoEye is submitting the
enclosed de-orbiting plan out of an abundance of caution, and is seeking STA for any
modified Commission authority as may be necessary to allow OrbView-3’s controlled de-
orbit and continued RF communications during the de-orbit process.

       GeoEye seeks to de-orbit the OrbView-3 satellite over several days in January 2011.
Accordingly, GeoEye respectfully requests that the Commission grant STA beginning
January 1, 2011 for a period of 30 days. Grant of STA would serve the public interest,
convenience and necessity by enabling the safe and orderly disposal of OrbView-3.
