The request of PanAmSat Licensee Corp. (PanAmSat) for special temporary authority, IBFS File
No. SAT—STA—20100603—00121 is granted.‘ Accordingly, PanAmSat is authorized, for a period
of 60 days commencing on June 9, 2010, to continue to conduct Telemetry, Tracking, and
Command (TT&C) operations with the Galaxy 12 space station (Call Sign $2422) at the 133.0°
W.L. orbital location, using the following frequencies: 6424.5 MHz (right—hand circular
polarization/Earth—to—space) and 6424.5 MHz (vertical polarization/Earth—to—space); 4198 MHz
(left—hand circular polarization/space—to—Earth) and 4198 MHz (horizontal polarization/space—to—
Earth); 4199.875 MHz (left—hand circular polarization/space—to—Earth) and 4199.875 MHz
(vertical polarization/space—to—Earth). Additionally, PanAmSat is authorized to continue to
operate the Galaxy 12 space station in the 3700—4200 MHz (space—to—Earth) and 5925—6425
MHz (Earth—to—space) frequencies to provide fixed—satellite service (FSS) from the 133.0° W.L.
orbital location. This authorization shall be in accordance with the technical specifications set
forth in PanAmSat‘s application, Federal Communication Commission (Commission) rules, and
the following conditions:
         1.      PanAmSat‘s operations at the 133.0° W.L. orbital location shall be on a non—
harmful interference basis, t.e., PanAmSat shall not cause harmful interference to, and shall not
claim protection from, interference cause to it by, any other lawfully operating space station.
         2.      In the event of any harmful interference during PanAmSat‘s operations at the
133.0° W.L. orbital location, PanAmSat shall cease operations immediately upon notification of
such interference, and shall inform the Commission, in writing, immediately of such an event.
        3.     Any action taken or expense incurred as a result of operations pursuant to this
special temporary authority is solely at PanAmSat‘s own risk.
        4.       While at the 133.0° W .L. orbital location, PanAmSat shall maintain the Galaxy 12
spacecraft with an east/west longitudinal station—keeping tolerance of +/— 0.05 degrees.
         5.      PanAmSat shall maintain full operational control of the Galaxy 12 space station at
all times.
         6.      Any action taken or expense incurred as a result of operations pursuant to this
special temporary authority is solely at PanAmSat‘s own risk.
        7.      Grant of this authorization is without prejudice to any determination that the
Commission may make regarding PanAmSat‘s pending application to modify the permanent
authorization of the Galaxy 12 space station in order to re—locate it to the 129.0° W.L. orbital
location (IBFS File No. SAT—MOD—20100120—00013) and subsequent amendment to that
application to change the proposed orbital location to the 133° W .L. orbital location (IBFS File
No. SAT—AMD—20100514—00102).


‘ PanAmSat is currently operating Galaxy 12 under special temporary authority, IBFS File. No. SAT—STA—2010430—
00089 (grant stamp, dated May 11, 2010), that allows Galaxy 12 to operate at the 133.0 ° W.L. orbital location for a
period of 30 days, commencing on May 10, 2010. PanAmSat has a pending application to modify the permanent
authorization for Galaxy 12 in order to operate Galaxy 12 at the 129.0° W.L. orbital location on a long—term basis
(IBFS File No. SAT—MOD—20100120—00013) and a subsequent amendment to that application to change the
proposed orbital location to the 133° W.L. orbital location (IBFS File No. SAT—AMD—20100514—00102).

               PanAmSat Licensee Corp. ("PanAmSat"") herein requests a 60 day extension —
               from June 9, 2010 through August 7, 2010 — of the Special Temporary
               Authorlty (@sta»y! prev1ously granted PanAmSat to operate Galaxy 12 (call
               sign $2422) at 133.0° W.L.                                          .

               Galaxy 12 is currently licensed to operate at 122.9° W.L." Following the
               technical anomaly on Galaxy 15 (call sign $2387), PanAmSat sought STA to
               use Galaxy 12 to replace Galaxy 15 at the nominal 133.0° W.L. orbital
               location.* PanAmSat has a pendmg application for permanent authority to

request for STA to operate Galaxy 12 at 133.0° W.L for 180 days from
August 8, 2010 through February 3, 2011.

From the 133.0° W.L. orbital location, Galaxy 12 will utilize the 5925 — 6425
MHz and 3700 — 4200 MHz frequency bands. The specific TT&C frequencies
at 133.0° W.L. are as follows:        '

PanAmSat requests that the waiver of Section 25.283(c) of the Commission‘s
rules previously granted to the Galaxy 12 spacecraft continue to apply at the
133.0° W.L. location.‘ Section 25.283(c) of the Commission‘s rules requires
an applicant to demonstra‘ce that all stored energy will be vented at the
spacecraft’s end of life.®                    ‘

 Grant of this STA further extension request is in the public interest because it
 will allow PanAmSat to ensure continuity of service to customers despite the
technical anomaly on Galaxy 15. As noted in the original STA request,
 customers transferred to Galaxy 12 have not and will not experience service
 degradation or be otherwise harmed by the satellite‘s operation at 133.0° W.L.
 Grant of the STA also will serve the public interest by affording the
 Commission time to complete its review of PanAmSat‘s pending application to
 relocate Galaxy 12 to, and operate at, 133.0° W.L. PanAmSat understands and
 accepts that grant of this STA extension would not prejudge the Commission‘s
 determination of PanAmSat‘s request to operate Galaxy 12 at 133.0° W.L. on a _

  permanent basis, and operation of the satellite at that location pursuant to STA
  is at PanAmSat‘s risk.                                        ‘

  Grant of this STA further extension request will not result in increased risk of
  harmful interference. PanAmSat will continue operating the satellite‘s
  communications payload at 133.0° W.L. in conformance with its sister
  company Intelsat‘s coordination agreer\nents related to the 133.0° W.L. orbital
  location.

  PanAmSat has assessed and limited the probability of the space station
  becoming a source of debris as a result of collision with large debris or other
  operational space stations. At 133.0° W.L., Galaxy 12 will not be located at
  the same orbital location as another satellite or at an orbital location that has an
  overlapping station—keeping volume with another satellite. Further, PanAmSat
  is not aware of any other FCC licensed system, or any other system applied for
— and under consideration by the FCC, having an overlapping station—keeping
  volume with Galaxy 12 at 133.0° W.L. Finally, PanAmSat is not aware of any
  system with an overlapping station—keeping volume with Galaxy 12 at 133.0°
  W.L. that is the subject of an ITU filing and that is either in orbit or —
  progressing towards launch. .                                  '

~ For the reasons set forth herein, PanAmSat respectfully requests that the
