Attachment to Grant IBFS File No. SAT—STA—20100520—00105 Call Sign (PAS—2R) May 26, 2010 The application of PanAmSat Licensee Corp. (PanAmSat), SAT—STA—20100520—00105, for special temporary authority to continue to operate its C— and Ku—band space station, Intelsat 3R, at the 43.1° W.L. orbital location is granted. Accordingly, PanAmSat is authorized for a period of 16 days to continue to operate the Intelsat 3R space station at the 43.1° W.L. orbital location and to provide Fixed—Satellite Services in the 3700—4200 MHz (space—to—Earth), 5925—6425 MHz (Earth—to—space), 11.7—12.2 GHz (space—to—Earth), 12.5—12.75 GHz (space—to—Earth), and 14.00— 14.5 GHz (Earth—to—space) frequency bands. These operations are authorized in accordance with the technical specification set forth in PanAmSat‘s application, the Commission‘s rules, and are subject to the following conditions: 1, PanAmSat shall operate the Intelsat 3R space station at the 43.1° W.L. orbital location in compliance with all existing or future coordination agreements for that location. Use of the 12.5—12.75 GHz frequency bands is not permitted for Fixed—Satellite Service in the space—to—Earth direction in Region 2. In connection with the provision of service in any particular country, PanAmSat is obliged to comply with the applicable laws, regulations, rules, and licensing procedures of that country. Any action taken or expense incurred as a result of operations pursuant to this special temporary authority is solely at PanAmSat‘s own risk. This grant of authority is without prejudice to any action that the Commission may take in connection with any pending or future application for permanent authority to operate the Intelsat 3R at 43.1° W.L. Grant of this application does not change the expiration date of the authorization for Intelsat 3R, which is February 1, 2011. Nothing in this grant shall be construed as approval of the post—mission disposal plans for the Intelsat 3R. This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Intelsat 3R currently is operating at 43.1° W.L. PanAmSat relocated Intelsat 3R to 43.1° W.L. under a 180—day STA® because at the time that STA request was filed — January 2009 — the estimated fuel on the satellite resulted in a planned de—orbit date in early—to—mid 2010. Since then, PanAmSat has extended the satellite‘s estimated End of Maneuver Life date to July 2011 after an annual fuel usage evaluation. Given this new information, PanAmSat initially planned to seek permanent authority for the satellite to operate at 43.1° W.L. W.L. to 81.0° W.L., ahd to operate the satellite temporarily at 81.0° W.L. in the conventional C— and Ku—bands beginning on June 1, 2010.4 Grant of this STA further extension request is in the public interest because it will allow PanAmSat to continue operating Intelsat 3R at 43.1° W.L. pending its redeployment to 81.0° W.L. This will ensure continuity of service for a customer on the satellite whose service will terminate prior to the drift to 81.0° W.L. Grant of this STA further extension request will not result in increased risk of harmful interference. PanAmSat will continue to operate the Intelsat 3R satellite at 43.1° W.L. in conformance with PanAmSat‘s. coordination agreements related to the nominal 43.0° W.L. location, as well as with the FCC‘s rules designed to allow co—frequency, co—coverage operatlons in a two— degree spaced environment.
