The application of Intelsat North America, LLC (Intelsat North America), IBFS File No.
SAT—STA—20100423—00083, for special temporary authority is granted. Accordingly,
Intelsat is authorized, for a period of 60 days beginning May 1, 2010, to continue to
conduct telemetry, tracking and telecommand (TT&C) necessary to drift its C— and Ku—
band space station, Intelsat 705 (Call Sign $2395) from its assigned to orbital location of
50° W.L. to the 29.5° W.L. orbital location, and to provide Fixed—Satellite Service (FSS)
temporarily at the 29.5° W.L. orbital location. Intelsat is authorized to conduct TT&C
during the drift to 29.5° W.L. and while operating temporarily at 29.5° using the
following frequencies: 3947.5 MHz, 3948.0 MHz, 3952.5 MHz, 3952.0 MHz (space—to—
Earth), and 6173.7 MHz and 6176.3 MHz (Earth—to—space). Intelsat is authorized to
provide FSS at the 29.5° W.L. temporarily under this STA in the following frequency
bands: 3700—4200 MHz (space—to—Earth), 10950—1 1200 MHz (space—to—Earth), 11700—
11950 MHz (space—to—Earth), 1150—11700 MHz (space—to—Earth), 12500—12750 MHz
(space—to—Earth), and 5925—6425 MHz (Earth—to—space), 14000—14500 MHz (Earth—to—
space). This authorization is granted in accordance with the terms, conditions, and
technical specifications set forth in Intelsat‘s application, the Federal Communication
Commission‘s rules, and the conditions of this attachment.

        1.     All operations shall be on an unprotected and non—harmful interference
               basis, i.e., Intelsat 705 shall not cause harmful interference to, and shall
               not claim protection from, interference caused to it by any other lawfully
               operating station.

       2.      In the event of any harmful interference, Intelsat shall cease operations
               immediately upon notification of such interference, and shall inform the
               Commission, in writing, immediately of such an event.

       3.      Intelsat shall coordinate its operations with existing geostationary satellites
               to ensure that no unacceptable interference results from its temporary
               operations at the 29.5° W.L. orbital location or from its TT&C operations
               during the drift to the 29.5° W.L. orbital location.

       4.      During the drift to 29.5° W.L. location, Intelsat will utilize only the TT&C
               frequencies specified above, and will operate pursuant to existing
               coordination agreements for Intelsat 705.

       5.      Intelsat shall operate the Intelsat 705 space station at the 29.5° W.L.
               orbital location in compliance with all existing or future coordination
               agreements for that location.

       6.      Use of the 12.5—12.75 GHz frequency bands is not permitted for Fixed—
               Satellite Service in the space—to—Earth direction in Region 2.

      In connection with the provision of service in any particular country,
      Intelsat is obliged to comply with the applicable laws, regulations, rules,
      and licensing procedures of that country.

      Grant of this authorization is without prejudice to any determination that
      the Commission may make regarding Intelsat‘s pending application for
      permanent operations of the Intelsat 705 space station at the 29.5° W .L.
      orbital location (IBFS File No. SAT—MOD—20100115—00010).

      Any action taken or expense incurred as a result of operations pursuant to
      this special temporary authority is solely at Intelsat North America‘s own
      risk.

10.   Grant of this application does not change the expiration date of the
      authorization for Intelsat 705, which is August 8, 2015.

11.   Intelsat North America is afforded thirty days from the date of release of
      this grant and authorization to decline this authorization as conditioned.
      Failure to respond within this period will constitute formal acceptance of
      the authorization as conditioned.

12.   This action is issued pursuant to Section 0.261 of the Commission‘s rules
      on delegated authority, 47 C.F.R. § 0.261, and is effective immediately.
      Petitions for reconsideration under Section 1.106 or applications for
      review under Section 1.115 of the Commission‘s rules, 47 C.F.R. §§
      1.106, 1.115, may be filed within 30 days of the date of the public notice
      indicating that this action was taken.

  Dear Ms. Donch:

  Intelsat North America LLC ("Intelsat") herein requests a 60—day extenswn —
  through June 28, 2010 — of the Special Temporary Authority ("STA")!
  previously granted Intelsat to drift the Intelsat 705 satellite (call sign $2395)
  from 310.0° E.L: (50° W.L.) to 330.5° E.L. (29.5° W.L.] and then operate the —
  satellite at the 330.5° E.L. (29.5° W.L.) location." Intelsat has a pending
  application to modlfy the Intelsat 705 hcense to allow it to relocate the satellite
  to, and operate at, 330.5° E.L. (29.5° W.L.)," where it will be co—located with
  Intelsat 801.4

  Intelsat 705 currently is drifting and is expected to be on—station at 330.5° E.L.
  (29.5° W.L.] in early May. During the drift, Intelsat will continue to utilize
  only Intelsat 705°‘s TT&C frequencies and will follow industry practices for —
  coordinating TT&C transmissions during the relocation process. The specific
  TT&C frequencies are as follows:

Grant of this STA extension request is in the public interest because it will
enable Intelsat to provide robust service to customers. In particular, the
Intelsat 705 satellite will be used at the 330.5° E.L. (29.5° W.L.) orbital
location to provide 2010 World Cup—related transmissions in June and July
2010. These World Cup—related transmissions cannot be accommodated on
Intelsat 801 at the same location because Intelsat 801 is too highly inclined to
support such transmissions.                                 .

Grant of the STA extension also will serve the public interest by affording the
Commission additional time to complete its review of Intelsat‘s pending
modification application to relotate Intelsat 705 to, and operate at, 330.5° E.L.
(29.5° W.L.). Intelsat understands and accepts that a grant of STA would not
prejudge the Commission‘s determination of Intelsat‘s request to operate
Intelsat705 at 330.5° E.L. (29.5° W.L.) on a permanent basis, and operation of |
the satellite at that location pursuant to STA is at Intelsat‘s risk.    '

 Grant of this STA extension request will not result in increased risk of harmful
 interference. As noted above, Intelsat will operate only TT&C frequencies
 during the drift and will coordinate its TT&C transmissions with operators of
 satellites in the drift path. Should any interference occur during the drift,
 Intelsat will take all reasonable steps to eliminate such interference. At the
 330.5° E.L. (29.5° W.L.] location, Intelsat will operate the satellite‘s
—communications payload in conformance with its coordination agreements
 covering the location as well as the Commission‘s rules regarding two—degree
 spacing.

Intelsat has assessed and limited the probability of the épace station becoming
a source of debris as a result of collisions with large debris or other operational
space stations. Except for Intelsat 801, Intelsat 705 will not be located at the

 same orbltal location as another satellite or at an orbital location that has an

 with another satellite." Further, except for Intelsat 801, Intelsat is not aware of
 any other FCC licensed system, or any other system applied for and under
 consideration by the FCC, having an overlapping station—keeping volume with
 Intelsat 705 at 330.5° E.L. (29.5° W.L.): Finally, Intelsat is not aware of any
 satellite network with an overlapping station—keeping volume with Intelsat 705
 that is the subject of an ITU filing and that is either in orbit or progressing _
 towards launch.                                                                    |
