The request of Lockheed Martin Corporation (Lockheed Martin) for special temporary
authority, IBFS File No. SAT—STA—20100408—00069, to operate the LM—RPS1 space
station (Call Sign $2372) outside the +/—0.05° north/south and east/west station—keeping
boxes previously authorized‘ is granted. This authorization shall be in accordance with
the technical specifications set forth in PanAmSat‘s application, Federal Communication
Commission (Commission) rules, and the following conditions:
        1.    Lockheed Martin must notify the JPO for GPS Captain Harry Hariharan at
310—653—3253 every 30 days of the status of this satellite. Also if the satellite is lost then
Lockheed must notify Capt Hariharan and Mr. Davison of NTIA at 202—482—5526 when
that happens.
        2.      Any action taken or expense incurred as a result of operations pursuant to
this special temporary authority is solely at Lockheed Martin‘s own risk.
       3.      This authorization is not one relating to an "activity of a continuing
nature" for purposes of Section 1.62 of the Commission‘s rules and Section 558(c) of the
Administrative Procedure Act. Continuation of operations beyond the term of this
authorization will require prior affirmative authorization by the FCC.
        4.      This action is issued pursuant to Section 0.261 of the Commission‘s rules
on delegated authority, 47 C.F.R. § 0.261, and is effective immediately.

                                              Description

        Lockheed Martin Corporation ("Lockheed Martin®") hereby urgently requests
special temporary authority to operate the LM—RPS1 satellite (Call Sign $2372) at
variance from the +/— 0.05 degree station keeping tolerances in both the North—South and
East—West directions.‘ LM—RPS1 is hosted on the Galaxy—15 satellite that is operated by
PanAmSat Licensee Corp. ("PLC") at the 133° W.L. orbital location. LM—RPS1 does not
have its own TT&C subsystem; TT&C functions for the tracking and maneuvering of
LM—RPS1 are performed by PLC under contract with Lockheed Martin.

        On April 7, 2010, PLC informed Lockheed Martin that the Galaxy—15 satellite
suffered an anomaly of unknown origin. Although the LM—RPS1 payload continues to
function, there is a possibility that the satellite will move out of its designated station—
keeping box.

        Lockheed Martin seeks to continue to utilize the LM—RPS1 satellite as long as
operations remain viable. Lockheed Martin will coordinate its operations, as appropriate,
and fully recognizes that operations at variance with the LM—RPS1 license are on a non—
harmful interference/non—protected basis. _

       Lockheed Martin requests that the STA sought here commence immediately.
The sudden and unexplained anomaly was unforeseen, and is the type of extraordinary
event that makes grant of an STA on less than three working days‘ advance notice
appropriate. See 47 C.F.R. § 25.120(a). Until more facts are known, Lockheed Martin
requests an initial 30—day term for the STA.




_ Although prior Commission authorization is not required for commencement of inclined (north—south)
operations, Lockheed Martin includes this authority in the request for STA because it does not presently
have all of the information that Section 25.280(a) requires for a notification of commencement of inclined
operations. See 47 C.F.R. § 25.280(a).
