The request of SES Americom, Inc. (SES Americom) for special temporary authority (STA), IBFS File
No. SAT—STA—20100408—00068, IS GRANTED. Accordingly, for a period of 30 days commencing on
the date that the SES—1 space station (Call Sign $2807) arrives at the 142.5° W.L. orbital location, SES
Americom is authorized to conduct in—orbit testing (IOT) using the 3700—4200 MHz (space—to—Earth),
5925—6425 MHz (Earth—to—space), 11.7—12.2 GHz (space—to—Earth), 14.0—14.5 GHz (Earth—to—space), 17.3—
17.8 GHz (space—to—Earth), and 24.75—25.25 GHz (Earth—to—space) frequency bands. During the period of
this STA, SES Americom is also authorized to conduct telemetry, tracking, and telecommand (TT&C)
operations in the 3700—4200 MHz (space—to—Earth), 5925—6425 MHz (Earth—to—space), 11.7—12.2 GHz
(space—to—Earth), and 14.0—14.5 GHz (Earth—to—space) frequency bands while at the 142.5° W.L. orbital
location and during the drift of SES—1 to its assigned 101° W.L. orbital location. This authorization is
granted in accordance with the terms, conditions, and technical specifications set forth in SES
Americom‘s application, the Commission‘s rules, and the following conditions.

          1.      All operations shall be on an unprotected and non—harmful interference basis, i.e., SES
Americom shall not cause harmful interference to, and shall not claim protection from interference caused
to it, by any other lawfully operating radiocommunication system.

         2.      In the event of any harmful interference as a result of the operations of the SES—1 space
station during in—orbit testing at the 142.5° W.L. orbital location or during drift to the 101° W.L. orbital
location, SES Americom shall cease operations immediately upon notification of such interference and
shall immediately inform the Commission, in writing, of such an event.

        3.       During in—orbit testing, SES Americom shall maintain the SES—1 satellite within an
east/west longitudinal station—keeping tolerance of + 0.05 degrees of the 142.5° W.L. orbital location.

         4.     Operations of the SES—1 space station at the 142.5° W.L. orbital location and during drift
to the 101° W.L. orbital location are limited to in—orbit testing and shall not include any provision of
commercial services.

        5.      Operations of SES—1 space station at the 142.5° W.L. orbital location shall comply with
Sections 25.208(c) and 25.208(w) of the Commission‘s rules. 47 C.F.R. §§ 25.208(c) and 25.208(w).

        6.     During the drift to the 101° W.L. orbital location, SES Americom may not operate SES—
1‘s communications payload.

        7.       SES Americom shall notify the Chief of the Satellite Division, International Bureau,
Federal Communications Commission, in writing, on the date that the SES—1 satellite arrives at the 142.5°
W.L. orbital location. This letter shall indicate the date and time that SES—1 intends to commence in—
orbit—testing of the SES—1 space station (Call Sign $2807). Courtesy copies of this filing shall be sent via
email to Kathyrn.Medley (Kathyrn.Medley@fee.gov) and Stephen Duall (Stephen.Duall@fee.gov).

        8.     SES Americom shall comply with the terms ofits coordination agreement with
Fibertower Spectrum Holdings, LLC referenced in SES Americom‘s letter of April 15, 2010.

        9.      SES Americom will notify the Air Force Frequency Management Agency
(robert.lando@pentagon.af.mil, 703—428—1513) 24 hours prior to the beginning of IOT operations and
after IOT operations have been completed.

       10.   Any action taken or expense incurred as a result of operations pursuant to this STA is at
SES Americom‘s own risk.

         11.     SES Americom is afforded 30 days from the date of release of this authorization to
decline this authorization as conditioned. Failure to respond within this period will constitute formal
acceptance of the authorization as conditioned.

         12.     This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for reconsideration under Section
1.106 or applications for review under Section 1 .115 of the Commission‘s rules, 47 C.F.R. §§ 1.106,
1.115, may be filed within 30 days of the date of the public notice indicating that this action was taken.
