Dear Ms. Dortch:

Intelsat North America LLC (“Intelsat”) herein supplements the above-
referenced pending request for Special Temporary Authority (“STA”) for 60
days beginning July 1, 2010 to drift Intelsat 706 (call sign S2401) from 54.85º
E.L. to 72.1º E.L. and to begin operating at 72.1º E.L.1 In response to a request
from the International Bureau staff, this letter specifies the proposed
operational frequencies and geographic service area for the Intelsat 706
satellite.

Operational Frequencies. Intelsat seeks STA to operate the Intelsat 706
satellite in the following frequencies.

       3700–4200 MHz (space-to-Earth)
       5925–6425 MHz (Earth-to-space)
       10950 – 11200 MHz (space-to-Earth)
       11450 – 11700 MHz (space-to-Earth)
       12500 – 12750 MHz ( space-to-Earth)
       14000–14500 MHz (Earth-to-space)

Geographic Service Area. The Intelsat 706 satellite will provide service to
Europe, Africa, Asia and Australia. The Intelsat 706 will not provide service
to, from or within the United States from the 72.1° E.L. orbital location.

This same information on Intelsat 706’s frequencies and geographic service
area at the 72.1° E.L. orbital location was included in a recently filed
modification application and is incorporated by reference.2 Intelsat also
requests that, to the extent necessary, the Part 25 waivers originally granted to
the Intelsat 706 spacecraft, and requested in the pending modification

application, continue to apply at the 72.1º E.L. location, namely, the waivers of
Sections 25.202(g), 25.210(a)(1), 25.210(a)(3), 25.210(i) and 25.211(a) of the
Commission’s rules.3

For the reasons set forth herein, PanAmSat respectfully requests that the
Commission grant PanAmSat’s pending STA request as supplemented with
this letter.
