Washington, D.C. 20554 Re: — Request for Extension of Special Temporary Authority to Conduct Emergency Operations for the Intelsat 4 Satellite, Call Sign S2461 Dear Msi Dortch: PanAmSat Licensee Corp. ("PanAmSat"), pursuant to Section 25.120 of the rules of the Federal Communications Commission ("FCC" or "Commission"),‘ herein requests a two—week extension — through February 27, 2010 — of the Special Temporary Authority ("STA") previously requested to conduct emergency operations for the Intelsat 4 satellite (Call Sign $2461). As PanAmSat previously has informed the International Bureau ("Bureau") — staff, on Sunday January 31, 2010 the Intelsat 4 satellite experienced an anomaly. PanAmSat was able, over the next few days, to command the satellite‘s thrusters and take the satellite to a distance above the statton—keepmg box of operational satellltes The Intelsat 4 satellite is currently 109 km above geosynchronous altitude. PanAmSat and Boeing Space and Intelligence Systems, the manufacturer of _ Intelsat 4, are continuing to analyze the anomaly and assess the health of the satellite. Subject to the outcome of the ongoing analysis, PanAmSat hopes to de—orbit the satellite to an even higher distance above geosynchronous altitude in the next few days. PanAmSat‘s emergency operations in response to the extraordinary and unforeseen anomaly on Intelsat 4 has minimized the potential for harm to other geostationary satellite operators. PanAmSat acted as soon as practicable to move Intelsat 4 to a reasonable altitude above the geostationary arc given the impact of the ‘anomaly on the company‘s ability to command the spacecraft. PanAmSat‘s continued emergency operationswill further facilitatethe safe disposal of _ Intelsat 4. In addition, the continued analysis of the anomaly will provide valuable information regarding the anomaly‘s cause that could be useful to other operators facing a similar situation in the future. For the reasons set forth herein, PanAmSat respectfully requests that the Commission expeditiously grant this request for extension of special temporary authority to conduct emergency operations for the Intelsat 4 satellite.
