Re: Request for Extension of Spec’ial Temporary Authority to Conduct
Emergency Operations for the Intelsat 4 Satellite, Call Sign $2461

 Dear Ms._ Dortch:

PanAmSat Licensee Corp. ("PanAmSat"), pursuant to Section 25.120 of the
rules of the Federal Communications Commission ("FCC" or "Commission"),‘
 herein requests a two—week extension — through February 27, 2010 — of the
Special Temporary Authority ("STA") previously requested to conduct
emergency operations for the Intelsat 4 satellite (Call Sign $2461)."

As PanAmSat previously has informed the International Bureau ("Bureau")
. staff, on Sunday January 31, 2010 the Intelsat 4 satellite experienced an
anomaly. PanAmSat was able, over the next few days, to command the
satellite‘s thrusters and take the satellite to a distance above the
                                                                     statlon-keepmg
  box of operational satellites.

The Intelsat 4 satellite is currently 109 km above geosynchronous altitude.
PanAmSat and Boeing Space and Intelligence Systems, the manufacturer of
Intelsat 4, are continuing to analyze the anomaly and assess the health of the
satellite. Subject to the outcome of the ongoing analysis, PanAmSat hopes to
de—orbit the satellite to an even higher distance above geosynchronous altitude
in the next few days. PanAmSat estimates that there is enough fuel left on the
satellite to achieve a much higher de—orbit altitude."

2 See PanAmSat Licensee Corp. Requestfor Specidl Temporary
Authority to Conduct Emergency Operationsfor the Intelsat 4 Satellite, Call
Sign 82461, File No. SAT—STA—20100205—00022 (filed Feb. 5, 2010).

3 As a satellite launched prior to March 18, 2002, the minimum perigee
requirements for decommissioning set forth in Section 25.283(a) of the
 Commission‘s rules do not apply to Intelsat 4. See 47 C.F.R. § 25.283(a).

Grant of this STA extension request is in the public interest. PanAmSat‘s
emergency operations in response to the extraordinary and unforeseen anomaly
on Intelsat 4 has minimized the potential for harm to other geostationary
satellite operators. PanAmSat acted as soon as practicable to move Intelsat 4
to a reasonable altitude above the geostationary arc given the impact of the
‘anomaly on the company‘s ability to command the spacecraft. PanAmSat‘s
continued emergency operations will further facilitate the safe disposal of _
Intelsat 4. In addition, the continued analysis of the anomaly will provide
valuable information regarding the anomaly‘s cause that could be useful to
other operators facing a similar situation in the future.

For the reasons set forth herein, PanAmSat respectfully requests that the
Commission expeditiously grant this request for extension of special temporary
authority to conduct emergency operations for the Intelsat 4 satellite.

Sincerely,

((wR C J&&
