Dear Mr. Nelson:

On February 3, 2010, EchoStar Corporation filed the above referenced application for special temporary
authority to move its EchoStar 12 satellite from 61.65 W.L. to 61.35 W.L. to accommodate the
relocation of the EchoStar 6 satellite. EchoStar clarifies that the communications payload of the
EchoStar 12 satellite will continue to operate during the proposed slight change in orbital position.
