          This is to inform you that Andrea Kelly and Chip Fleming of the Commission‘s
  International Bureau spoke by telephone yesterday with undersigned counsel to discuss technical
  questions about and parameters of the above referenced request for special temporary authority
  to conduct in—orbit testing ("IOT") of the DIRECTV RB—2A payload. Although there are no
  parties to this proceeding other than DIRECTV, this ex parte notice is being filed in an
  abundance of caution in light of the permit—but—disclose status of a different proceeding related to
  the same payload.‘
