The request of DIRECTV Enterprises, LLC (DIRECTV) for special temporary authority (STA),
IBFS File No. SAT—STA—20091006—00105, is granted. Accordingly, DIRECTV is authorized for
a period of 30 days, commencing on October 22, 2009, to operate the DIRECTV 11 satellite (Call
Sign: $2640) from the 99.225° W.L. orbital location to conduct in—orbit testing (IOT) using a
continuous wave signal (NON emission) on 17.7 GHz (space—to—Earth) and 25.15 GHz (Earth—to—
space) frequency bands with a maximum EIRP of 46.5 dBW. This authorization is granted in
accordance with the terms, conditions, and technical specifications set forth in DIRECTY‘s
application, this Attachment, and the Commission‘s rules:

1. All operations shall be on an unprotected and non—harmful interference basis, i.e., DIRECTV
shall not cause harmful interference to, and shall not claim protection from, interference caused to
it by, any other lawfully operating radiocommunication system.

2. In the event of any harmful interference as a result of DIRECTV 11‘s operations at the 99.225°
W.L. orbital location, DIRECTV shall cease operations immediately upon notification of such
interference and shall inform the Commission, in writing, immediately of such an event.

3. DIRECTV shall coordinate its IOT operations with all potentially affected lawfully operating
radiocommunication systems to ensure that no unacceptable interference results from its IOT
operations.

4. DIRECTV‘s operations of the DIRECTV 11 satellite at the 99.225° W.L. orbital location shall
be limited solely to IOT operations and shall not include the provision of commercial services.

5. Any action taken or expense incurred as a result of operations pursuant to this special
temporary authority is solely at DIRECTY‘s own risk.

6. DIRECTV is afforded thirty days from the date of release of this authorization to decline this
authorization as conditioned. Failure to respond within this period will constitute formal
acceptance of the authorization as conditioned.

                REQUEST FOR SPECIAL TEMPORARY AUTHORITY

        DIRECTV Enterprises, LLC ("DIRECTV") hereby requests Special Temporary
Authority ("STA") to operate the 17/24 GHz BSS payload on the DIRECTV 11 satellite
at the 99.225° W.L. orbital location for a period of up to 30 days beginning on or about
October 19, 2009 in connection with testingof a DIRECTV satellite earth station located
in Moxee, WA.

         DIRECTV 11 was launched on March 19, 2008. While the primary payload on
that satellite operates using Ka—band frequencies, there is also a 17/24 GHz BSS payload
that was operated for a brief period following launch under an experimental
authorization.‘ The launch of another, more capable 17/24 GHz BSS payload (referred to
as DIRECTV RB2—A) is scheduled for later this year. In anticipation of that launch,
DIRECTV has been constructing a feeder link earth station that will operate in this band."
That earth station will be ready for antenna testing later this month, and the payload on
DIRECTV 11 is the only one DIRECTV is aware of that actually operates in this band.

        There are no other 17/24 GHz BSS satellites yet in operation, and the nearest
DBS satellite is located more than 1.5° away — and is also operated by DIRECTV.
Accordingly, DIRECTV anticipates no difficulty in coordinating its proposed operations.
Furthermore, DIRECTV is prepared to terminate all testing operations immediately upon
notification from the Commission that its operations cause harmful interference to any
authorized user of the spectrum.

         Grant of this STA request will serve the public interest by allowing DIRECTV to
test its earth station — the first to seek licensing in the 17/24 GHz band — to ensure that it
is fully operational and ready to begin providing service to DIRECTV subscribers in
advance of the launch of DIRECTV RB2—A.

    requested STA would conform to the parameters set forth in its application for experimental
    authorization.
