PanAmSat Licensee Corp. (PanAmSat) is granted special temporary authority for a period of 30 days,
commencing November 24, 2009, to conduct in—orbit testing (IOT) of the Intelsat—14 C—/Ku—band
Geostationary Orbit (GSO) space station at the 47° W.L. orbital location and to drift Intelsat 14 from 47°
W.L. to its assigned orbital location of 45 ° W.L. after completion of IOT operations. PanAmSat is
authorized to use the 3700—4200 MHz (space—to—Earth) and 5925—6425 MHz (Earth—to—space) frequency
bands and the 11.45—11.95 GHz (space—to—Earth) and 14.0—14.5 GHz (Earth—to—space) frequency bands for
these operations This authorization is granted in accordance with the terms, conditions, and technical
specifications set forth in PanAmSat‘s application, the Federal Communication Commission‘s rules, and
is subject to the following conditions.

    1.   All operations shall be on an unprotected and non—harmful interference basis, i.e.,
         PanAmSat shall not cause harmful interference to, and shall not claim protection from
         interference caused to it by, any other lawfully operating radiocommunication system.

         In the event of any harmful interference as a result of the operations of Intelsat—14 during
         relocation or during operations at the 47 ° W.L. orbit location, PanAmSat shall cease operations
         immediately upon notification of such interference and shall inform the Commission, in writing,
         immediately of such an event.

         PanAmSat‘s operations at 47 ° W.L. shall be limited solely to IOT operations and shall not
         include the provision of commercial services.

         PanAmSat shall coordinate its IOT and TT&C operations to ensure that no unacceptable
         interference results from its IOT operations at 47° W.L. or from its TT&C operations during the
         drift of Intelsat 14 from 47 ° W.L. to its assigned orbital location at 45 ° W.L.

         The operation of the Intelsat—14 space station in the 11.45—11.7 GHz band is limited in the United
         States to international operations in accordance with footnote NG104 to the U.S. Table of
         Frequency Allocations, 47 C.F.R. § 2.106 NG 104.

         This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority,
         47 C.F.R. § 0.261, and is effective upon immediately. Petitions for reconsideration under Section
         1.106 or applications for review under Section 1.115 of the Commission‘s rules, 47 C.F.R. §§
         1.106, 1.115, may be filed within 30 days of the date of the public notice indicating that this
         action was taken.

                 Dear Ms. Dortch:

                 PanAmSat Licensee Corp. ("PanAmSat") herein requests a grant of Special
                 Temporary. Authority ("STA")‘ for 30 days, from November 3, 2009 through
                 December 2, 2009, to conduct in—orbit testing ("IOT") of Intelsat 14 (call sign
                 $2785) at 47.0°W.L. in the bands 5925—6425 MHz, 3700—4200 MHz, 14000—
                14500 MHz, 11450—11700 MHz, and 11700—11950 MHz before drifting the
                 satellite to its requested permanent location of 45.0° W.L.* Intelsat 14
                 currently is scheduled to be launched on October 29, 2009, and will replace
                 Intelsat 1R, which will be redeployed after traffic transfer. In support of its
                 request, PanAmSat subraits the following information.

                 During 1n—orb1t testing of Intelsat 14, PanAmSat will operate in the above
                 referenced C— and Ku—bands. PanAmSat has coordinated the planned in—orbit
                 testing of Intelsat 14 with all operators of satellites operating co—frequency up:
                 to six degrees away from 47.0° W.L. Specifically, PanAmSat has coordinated
                 with the U.S. Air Force regarding its TDRS satellites located at 41° W.L., 46°
                 W.L, and 49° W.L.. Further, PanAmSat has internally coordinated the
                 proposed testmg with the following of its satelhtes Intelsat 3R at 43.0° W.L,
                 and 43.1° W.L.," Intelsat 11 at 43.0° W.L.,* Intelsat 1R at 45° W.L., Intelsat


                 ‘ Intelsat has filed this STA request, an FCC Form 159 and a $830.00 filingfee
                 electronically via the International Bureau‘s Filing System.

705 at 50° W.L., and Intelsat 707 at 53° W.L. In the unlikely event that
harmful mterference occurs, PanAmSat will take all necessary steps to
eliminate the interference.

PanAmSat has assessed and limited the probability of the space station
becoming a source of debris as a result of collisions with large debris or other
operational space stations. Intelsat 14 will not be located at the same orbital
location as another satellite or at an orbital location that has an overlapping
stationkeeping volume with another satellite. Further, PanAmSat is not aware
of any other FCC licensed system, or any other system applied for and under
consideration by the FCC, having an overlapping stationkeeping volume with
Intelsat 14. Finally, PanAmSat is not aware of any system with an overlapping
stationkeeping volume with Intelsat 14 that is the subject of an ITU filing and"
that is either in orbit or progressing towards launch.

‘The in—orbit testing of Intelsat 14 at 47.0° W.L. is a critical step in ensuring
that the satellite will be fully operational at 45.0° W.L. This, in turn, will
‘ensure continuity of service at the 45.0° W.L. location, and thereby promotes
the public interest. Conducting in—orbit testing at 47.0° W.L., rather than at
45.0° W.L., also minimizes the period of Intelsat 14‘s co—location with Intelsat
 1R and thus promotes safe stationkeeping.

For the reasonsset forth herein, PanAmSat respectfully requests that the
Comunission grant this request.
