          Dear Ms. Dortch:

          Intelsat North America LLC ("Intelsat"), in response to an inquiry from the
          International Bureau staff, herein clarifies information contained in its pending
          request for Special Temporary Authority ("STA") for 60 days to operate Galaxy 26 at
          50.75° E.L. in the conventional C— and Ku—bands on a non—interference, non—
          protected basis to satisfy a U.S. Government customer‘s urgent request for capacity
          in the Indian Ocean region.‘ Specifically, Intelsat clarifies that the request for waiver
          of Section 25.202(g) contained in the STA request is meant to include both the
          ranging frequencies (6315 MHz (V) (Earth—to—space) and 4090 MHz (H) (space—to—
          Earth)) and the back—up command frequency (6411 MHz (Earth—to—space) (RHCP)).
          Intelsat also seeks authority to begin operations on March 16, 2009, which is one day
          earlier than originally specified.

          For the reasons previously set forth, Intelsat respectfully requests that the
          Commission expeditiously grant the STA request, including the request to waive of
          Section 25.202(g) as it applies to both the ranging and back—up command
          frequencies.
