       The request of Intelsat North America LLC (Intelsat), IBFS File No.
SAT—STA—20090212—00022, is GRANTED. Accordingly, Intelsat is authorized, for a
period of 30 days commencing on February 20, 2009, to conduct Telemetry, Tracking,
and Command operations with the Galaxy 26 space station (Call Sign: $2469) in order to
effect the drift of the Galaxy 26 space station from the 93.0° W.L. orbital location to the
50.75° E.L. orbital location using the following frequencies: 6415.5 MHz (horizontal
polarization/Earth—to—space); and 4196.5 MHz or 4199.5 MHz (vertical
polarization/space—to—Earth). These operations are authorized in accordance with the
technical specifications set forth in Intelsat‘s application, the Commission‘s rules, and the
following conditions:
        1.     All operations during the drift shall be on an unprotected and non—harmful
interference basis, i.e., Intelsat shall not cause harmful interference to, and shall not claim
protection from, interference caused to it by any other lawfully operating station.

       2.      In the event of any harmful interference during Galaxy 26‘s drift to the
50.75° E.L. orbital location, Intelsat shall cease operations immediately upon notification
of such interference, and shall inform the Commission, in writing, immediately of such
an event.

       9.     During the drift to the 50.75° E.L. orbital location, Intelsat may not
operate Galaxy 26‘s communications payload.

        4.      Any action taken or expense incurred as a result of operations pursuant to
this special temporary authority is solely at Intelsat‘s own risk.

        5.       Grant of this authorization is without prejudice to any determination that
the Commission may make regarding permanent operations of the Galaxy 26 space
station at the 50.75° E.L. orbital location.

       6.      This action is issued pursuant to Section 0.261 of the Commission‘s rules
on delegated authority, 47 C.F.R. § 0.261, and is effective immediately.

     Intelsat North America LLC herein requests STA for 30 days beginning 02/20/2009 to drift
     Galaxy 26 from 93.0 W.L.               to 50.75 E.L.         to satisfy the urgent request of a U.S. Government
     customer for capacity in the Indian Ocean region.

 vDear Ms. Dortch:

  Intelsat North Amenca LLC ("Intelsat")herein requests Special Temporary
  Authority ("STA")‘ for 30 days beginning February 20, 2009 to drift Galaxy
  26 from 93.0° W.L. to 50.75° E.L. to satisfy a U.S. Government customer‘s
  urgent request for capacity in the Indian Ocean region. Intelsat will shortly file
  an STA request to start service on Galaxy 26 at 50.75° E.L. upon the satellite‘s
— arrival at that location in March, as well as an application to modify the
  satellite‘s license to enable its operation at 50.75° E.L. on a permanent basis.

  Intelsat expects to have Galaxy 26 at 50.75° E.L. within 30 days of beginning
 ~ the drift. During the drift, Intelsat will utilize only Galaxy 26‘s TT&C
   frequencies and will follow industry practices for coordinating TT&C
   transmissions during the relocation process. The specific TT&C frequenc1es
   are as follows

   Grant of this STA request is in the public interest because it will allow Intelsat
   to satisfy an urgent request by a U.S. Government customer for capacity in the
   Indian Ocean region. Specifically, the recent failure of a commercial satellite                                i
_ has left the U.S. Government customer without capacityit had reserved to            .                          1
   handle traffic that will need to be offloaded from another satellite by March 20,
 — 2009.



  ‘ Intelsat has filed this STA request, an FCC Form 159 and a $790.00 filing fee
  electronically via the International Bureau‘s Filing System.

 Grant of this STA request will not result inincreased risk of harmful
 interference. As noted above, Intelsat will operate only TT&C frequencies
 during the drift, and will coordinate its TT&C transmissions with operators of
 satellites in the drift path. Should any interference occur during the drift,
 Intelsat will take all reasonable steps to eliminate such interference. Intelsat
 will not operate the communications payload on Galaxy 26 at 50.75° E.L. until
 it has received FCC authorization to do so.

  Intelsat has assessed and limited the probability of the space station becoming
  a source of debris as a result of collisions with large debris or other operational
  space stations. Galaxy 26 will not be located at the same orbital location as
  another satellite or at an orbital location that has an overlapping station—
  keeping volume with another satellite. Further, Intelsat is not aware of any
  other FCC licensed system, or any other system applied for and under
  consideration by the FCC, having an overlapping station—keeping volume with
— Galaxy 26 at 50.75° E.L. Finally, Intelsat is not aware of any system with an
  overlapping station—keeping volume with Galaxy 26 that is the subject of an
  ITU filing and that is either in orbit or progressing towards launch.      _

For the reasons set forthherein, Intelsat respectfully requests that the
 Commission expeditiously grant this request.
