                          Dear Ms. Dortch:

                          On February 24, 2009, Donna Bethea-Murphy of Iridium Satellite LLC (“Iridium”)
                          and R. Michael Senkowski, Thomas S. Dombrowsky, and the undersigned of Wiley
                          Rein LLP met with John Giusti, Rod Porter, Howard Griboff, Fern Jarmulnek, Karl
                          Kensinger, Arthur Lechtman, Paul Locke, Robert Nelson, Sean O’More, and Mark
                          Young of the International Bureau. In this meeting, we discussed Globalstar
                          Licensee LLC’s (“Globalstar”) pending request for waiver and special temporary
                          authority to allow its operations in the spectrum that has been reassigned to Iridium
                          to continue and expand indefinitely. Iridium expressed its concern that, despite
                          direction from the FCC to cease operations, Globalstar continues to operate in
                          violation of its license. Iridium also discussed the other issues raised in its Petition
                          to Deny and Reply to Globalstar’s Waiver Request. Please contact the undersigned
