        PanAmSat Licensee Corp.'s request, IBFS File No. SAT-STA-20080523-00115,
is granted. Accordingly, PanAmSat Licensee Corp. (PanAmSat) is authorized, for a
period of 30 days commencing on June 16,2008, to conduct Telemetry, Tracking,
Control and Monitoring operations with the Galaxy 17 satellite (Call Sign S2715) using
the following frequencies: 5925.5 MHz (left-hand-circular polarization), 6424.5 MHz
(right-hand-circular polarization), 5925.5 MHz (horizontal polarization) and 6424.5 MHz
(vertical polarization) for command; and 4 197.125 MHz (horizontal polarization),
4 197.125 MHz (left-hand-circular polarization), 4 198.875 MHz (horizontal polarization)
and 4 198.875 (right-hand-circular polarization) for telemetry, necessary to effect the drift
of Galaxy 17 from the 122.9" W.L. orbital location to Galaxy 17's authorized 91.0" W.L.
orbital location. This authorization shall be in accordance with the technical
specifications set forth in PanAmSat's application, this Attachment, and the
Commission's rules and subject to the following conditions:
        1.     All operations during the drift shall be on an unprotected and non-harmful
interference basis, Le., PanAmSat shall not cause harmful interference to, and shall not
claim protection from, interference caused to it by any other lawfully operating station.

        2.      In the event of any harmful interference during Galaxy 17's drift to the
9 1.O" W.L. orbital location, PanAmSat shall cease operations immediately upon
notification of such interference, and shall inform the Commission, in writing,
immediately of such an event.

       3.     During the drift to the 9 1.O" W.L. orbital location, PanAmSat may not
operate Galaxy 17's communications payload.

       4.     This action is issued pursuant to Section 0.261 of the Commission's rules
on delegated authority, 47 C.F.R. § 0.261, and is effective immediately.

                      PanAmSat Licensee Corp. ("PanAmSat") herein requests a grant of Special
                      Temporary Authority (IISTAI')' for 30 days, commencing June 6,2008, to drift
                      Galaxy 17 from 122.9' W.L. to its permanently-licensedlocation of 91.0' W.L.

    123.0' W.L. on or about.June 6,2008, at which point Galaxy 17 will be
    relocated to its permanent location of 91.O' W.L. Subject to receipt of FCC
    approval, PanAmSat expects to begin drifting Galaxy 17 to 91.0" W.L. on June


    During the drift to 9 1.Oo W.L only the following TT&C frequencies will be
    operated on Galaxy 17: command frequencies 5925.5 MHz (LHCP), 6424.5
    MHz (RHCP), 5925.5 MHz (H) and 6424.5 MHz (V); telemetry frequencies
    4197.125 MHz (H), 4197.125 MHz (LHCP), 4198.875 MHz (H) and 4198.875
    (RHCP). Once located at 91.O" W.L., the satellite will operate in the
    conventional C- and Ku- bands, per its license.

    For the reasons set forth herein, PanAmSat respectmly requests that the
    Commission expeditiously grant this request.
