         PanAmSat Licensee Corp.'~(PanAmSat) request, File No. SAT-STA-20080423-
00090, for special temporary authority to conduct in-orbit testing of the Galaxy 18
satellite (Call Sign: S2733) at the 123.15" W.L. orbital location IS GRANTED.
Accordingly, PanAmSat is authorized, for a period of 30 days, commencing May 26,
2008, to operate the Galaxy 18 satellite at the 123.15" W.L. orbital location in the 3700-
4200 MHz (space-to-Earth) and 5925-6425 MHz (Earth-to-space) conventional C-band
frequencies and in the 14.0-14.5 GHz (Earth-to-space) and 11.7-12.2 GHz (space-to-
Earth) conventional Ku-band and to conduct space station Telemetry, Tracking, and
Control (TT&C) operations necessary to effect operation at the 123.15" W.L. orbital
location, subject to the following conditions:

    1.    All operations shall be on an unprotected and non-harmful interference basis,
          i.e., PanAmSat shall not cause harmful interference to, and shall not claim
          protection from interference caused to it by, any other lawfully operating
          radiocommunication system.

   2.     In the event of any harmful interference as a result of PanAmSat's operations
          at the 123.15" W.L. orbital location, PanAmSat shall cease operations
          immediately upon notification of such interference and shall inform the FCC,
          in writing, immediately of such an event.

   3.     While at the 123.15" W.L. orbital location, PanAmSat shall maintain the
          Galaxy 18 spacecraft with an east/west longitudinal station-keeping tolerance
          of 0.05 degrees.

   4.     Any actions taken as a result of operation of Galaxy 18 at 123.15" W.L. orbital
          location are solely at PanAmSat's own risk.

    5.    This action is issued pursuant to Section 0.261 of the Commission's rules on
          delegated authority, 47 C.F.R. 0 0.261, and is effective immediately. Petitions
          for reconsideration under Section 1.106 or applications for review under
          Section 1.115 of the Commission's rules, 47 C.F.R. $9 1.106, 1.115, may be
          filed within 30 days of the date of the public notice indicating that these
          actions were taken.

                I NTELSAT.        Re:          Request for Special Temporary Authority to Conduct In-Orbit Testing

                                  Dear Ms. Dortch:

                                  PanAmSat Licensee Corp. ("PanAmSat") herein requests a grant of Special
                                  Temporary Authority ("STA")' for 30 days, from May 26,2008 through June
                                  24,2008, to conduct in-orbit testing ("IOT") of Galaxy 18 (S2733) at 123.15'
                                  W.L. in the bands 5925-6425 MHz, 3700-4200 MHz, 14000-14500 MHz and
                                  11700-12200MHz before drifting the satellite to its permanent licensed
                                  location of 123.0" W.L.2 Galaxy 18 currently is tentatively scheduled to be
                                  launched on May 21,2008, and will replace Galaxy 10R, which will be de-
                                  orbited after traffic transfer. In support of its request, PanAmSat submits the
                                  following information.

                                  During in-orbit testing of Galaxy 18, PanAmSat will operate in the
                                  conventional C- and Ku-bands. PanAmSat is in the process of coordinating the
                                  planned in-orbit testing of Galaxy 18 with all operators of satellites operating
                                  co-frequency up to six degrees away from 123.15' W.L. Specifically,
                                  PanAmSat is coordinating with EchoStar Corp., operator of the EchoStar 9
                                  satellite located at 121" W.L., and with Telesat Canada Inc., operator of the
                                  Anik F3 satellite located at 118.7" W.L. Additionally, PanAmSat has
                                  coordinated the proposed Galaxy 18 IOT transmissions internally in order to
                                  ensure that the transmissions of nearby PanAmSat and Intelsat North America
                                  LLC spacecraft -- specifically, Galaxy 13 at 127.0' W.L., Galaxy 14 at 125.0'
                                  W.L., Galaxy 12 at 125.1" W.L. (TT&C), and Galaxy 23 at 121.0" W.L. -- are
                                  protected. PanAmSat has tailored the Galaxy 18 IOT so as to minimize the
                                  disruption to the existing transmissions of GalaxylOR at 123.0" W.L. In the
                                  unlikely event that harmfid interference occurs, PanAmSat will take all
                                  necessary steps to eliminate the interference.




                                   PanAmSat has filed this STA request, an FCC Form 159 and a $790.00 filing
                                  fee electronically via the International Bureau's Filing System.

          PanAmSat has assessed and limited the probability of the space station

          becoming a source of debris as a result of collisions with large debris or other
\         operational space stations. Galaxy 18 will not be located at the same orbital           ~

I         location as another satellite or at an orbital location that has an overlapping         I


I         stationkeeping volume with another ~atellite.~     Further, PanAmSat is not aware
          of any other FCC licensed system, or any other system applied for and under             I

          consideration by the FCC, having an overlapping stationkeeping volume with
          Galaxy 18. Finally, PanAmSat is not aware of any system with an overlapping
          stationkeeping volume with Galaxy 18 that is the subject of an ITU filing and           I
          that is either in orbit or progressing towards launch.                              I




          The in-orbit testing of Galaxy 18 at 123.15' W.L. is a critical step in ensuring
          that the satellite will be fully operational at 123.0' W.L. This, in turn,will
          ensure continuity of services at the 123.0' W.L. location, and thereby promotes
          the public interest.

          For the reasons set forth herein, PanAmSat respectfully requests that the
          Commission grant this request.

           Given the delay in Galaxy 18's launch, PanAmSat is considering moving
          Galaxy 12 from 125.1' W.L. to 123.1' W.L. to ensure continuity of C-band
          service's at the nominal 123.0' W.L. location. In the event that PanAmSat
          decides to do so, it will explain, in its STA request to move Galaxy 12, its
          plans to ensure safe stationkeeping of both Galaxy 18 and Galaxy 12 at the
          nominal 123' W.L. location.
