Before the FEDERAL COMMUNICATIONS COMMISSION Washington, D.C. 20554 In the Matter of ECHOSTAR CORPORATION ) Call No. File SignSAT-STA- S2746 ) Request for Special Temporary Authority for Continued Communication with AMC- 14 EPEDITED ACTION REQUESTED APPLICATION FOR SPECIAL TEMPORARY AUTHORITY EchoStar Corporation (“EchoStar”) respectfwlly requests special temporary authority (“STA”) for a period of thirty days to allow continued communications with the AMC- 14 satellite for purposes of performing Telemetry, Tracking, and Command (“TT&C”). The communications will occur on the TT&C fiequencies for which AMC-14 was licensed: 17,793.5 MHz for command and 12,694.5 and 12,698.5 MHz for telemetry.’ Grant of the requested authority will serve the public interest by permitt ng signals to be transmitted to and received from the spacecraft for critical satellite functions. As the Commission is aware, AMC-14 was launche S on March 15 from the Baikonur Cosmodrome, but the Proton/Breeze M launch vehicle carrying the spacecraft failed to place AMC- 14 in geostationary transfer orbit. Instead, an anomaly occurred during the second burn of EchoStar has separately requested today authority to execute controlled re-entry of the satellite.

the fourth stage of the rocket, resulting in the satellite being stranded in a highly-elliptical orbit with an apogee below the geostationary arc. EchoStar requests STA to allow earth stations to continue to communicate with the satellite in its nongeostationary orbit. Communications with the spacecraft are occurring through three earth station facilities operated by Lockheed Martin, the manufacturer of AMC- 14: near Alpha, New Jersey (FCC Call Sign E7541); Uralla, NSW, Australia; and Cloche D’Or, Luxembourg. The characteristics of this orbit are as follows (using the relevant parameters from Section 25.1 14(c)(6) regarding non-geostationary orbit satellites): In accordance with Section 304 of the Communications Act of 1934,47 U.S.C. 9 304, EchoStar hereby waives any claim to the use of any particular frequency or of the electromagnetic spectrum because of the previous use of the same, whether by license or otherwise. ~~ Note that while the perigee of the current AMC- 14 orbit is in the range of the low earth orbit Iridium spacecraft in low earth orbit, the phasing of the AMC-14 and Iridium orbits is such as to provide acceptable spacing. 2
