Mobile Satellite Ventures Subsidiary LLC (MSV's) request for special temporary authority, IBFS File No.
SAT-STA-20080422-00087 (Call Sign: AMSC- I), IS GRANTED. Accordingly, MSV is authorized for a
period of 60 days commencing on April 28,2008 to continue to conduct telemetry, tracking and control
(TT&C) functions necessary to operate its Mobile Satellite Service (MSS) satellite, MSAT-2 (a.k.a.
AMSC-I), at the 101.3' W.L. orbital location and to continue to operate in the 1530-1559 MHz (Space-to-
earth), 163 1.5-1660.5 MHz (Earth-to-space), 10.75-10.95 GHz (Space-to-earth), 13.0-13.15 GHz (Earth-
to-space) and 13.2- 13.25 GHz (Earth-to-space) frequency bands in accordance with the conditions
specified herein, the previously authorized technical specifications for MSAT-2 for operational
parameters other than orbital location, and the Federal Communication Commission's rules.

    1. All operations shall be on an unprotected and non-harmful interference basis, i.e., MSV shall not
       cause harmful interference to, and shall not claim protection from interference caused to it by,
       any other lawfully operating radiocommunication system. In the event of any harmful
       interference as a result of MSV's operations while at the 101.3" W.L. orbital location pursuant to
       this temporary authorization, MSV shall cease operations immediately upon notification of such
       interference and shall inform the FCC, in writing, immediately of such an event.

    2. MSV shall operate the MSAT-2 satellite in compliance with all existing coordination agreements.

    4. MSV shall maintain the MSAT-2 satellite with an eastjwest longitudinal station-keeping tolerance
       o f f 0.05 degrees.

    5 . Any action taken or expense incurred as a result of operations pursuant to this special temporary
        authority is solely at MSV's own risk.

    6. This grant of temporary authority is without prejudice to any action on IBFS File No. SAT-MOD-
       20080124-00030 or SAT-MOD-20080303-00055.

    7. This action is taken pursuant to Section 0.261 of the Commission's rules on delegated authority,
       47 C.F.R. § 0.26 1, and is effective immediately. Petitions for reconsideration under Section
       1.106 or applications for review under Section 1.115 of the Commission's rules, 47 C.F.R. §§
       1.106 and 1.115, may be filed within 30 days of the date of the public notice announcing this
       action.

                               Description of Application

         Mobile Satellite Ventures Subsidiary LLC (“MSV”) hereby requests, for up to an

additional sixty days, extension of its Special Temporary Authority (“STA”), File No.

SAT-STA-2008022 1-00050, to operate MSAT-2 (a.k.a. AMSC- 1) at the 101.3”W orbital

location, pending International Bureau (“Bureau”) action on the application to operate

MSAT-2 at that location on a permanent basis. See File No. SAT-MOD-20080303-

00055. The Bureau granted MSV’s original STA application on February 28, 2008 (as

well as the associated STAs of another operator at the nominal 101“W location) but is

still processing MSV’s underlying application for permanent authority. MSV’s STA to

operate at 101.3”W expires on April 28, 2008, and accordingly, MSV seeks extension of

that authority. As explained in MSV’s original STA application, which is incorporated

herein by reference, operating MSAT-2 at 101.3”W greatly assists another satellite

operator in maintaining continuity of service to its customers, enhances orbital

management, and does not cause harmful interference to any other satellite operator. For

these reasons, the public interest would be served by extending the authority of MSAT-2

to operate at 101.3”W, for up to an additional sixty days, pending the Bureau’s action on

MSV’s underlying modification application to operate at that location on a permanent

basis.


                                      Section 304 Waiver

       In accordance with Section 304 of the Communications Act of 1934, as amended, 47

U.S.C. § 304, MSV hereby waives any claim to the use of any particular frequency or of the

electromagnetic spectrum as against the regulatory power of the United States because of the

previous use of the same, whether by license or otherwise.
