Conditions of Authorization IBFS File No. SAT-STA-20080221-00050 February 28,2008 Mobile Satellite Ventures Subsidiary LLC (MSV's) request for special temporary authority, IBFS File No. SAT-STA-20080221-00050, (Call Sign: AMSC-1) IS GRANTED. Accordingly, MSV is authorized for a period of 60 days commencing on February 28,2008 to conduct telemetry, tracking and control (TT&C) functions necessary to drift to and operate its Mobile Satellite Service (MSS) satellite, MSAT-2 (a.k.a. AMSC-l), at the 101.3" W.L. orbital location and operate in the 1530-1559 MHz (Space-to-earth), 1631.5-1660.5 MHz (Earth-to-space), 10.75-10.95 GHz (Space-to-earth), 13.0-13.15 GHz (Earth-to- space) and 13.2-13.25 GHz (Earth-to-space) frequency bands in accordance with the conditions specified herein, the previously authorized technical specifications for MSAT-2 for operational parameters other than orbital location, and the Federal Communication Commission's rules. 1. All operations shall be on an unprotected and non-harmful interference basis, i.e., MSV shall not cause harmful interference to, and shall not claim protection from interference caused to it by, any other lawfully operating radiocommunication system. In the event of any harmful interference as a result of MSV's operations during the drift to or while at the 101.3' W.L. orbital location, MSV shall cease operations immediately upon notification of such interference and shall inform the FCC, in writing, immediately of such an event. 2. MSV is authorized to operate the communications payload during the drift. 3. MSV shall operate the MSAT-2 satellite in compliance with all existing coordination agreements. 4. MSV shall maintain the MSAT-2 satellite with an east/west longitudinal station-keeping tolerance of 0.05 degrees. 5 . MSV shall coordinate all drift orbit TT&C operations with other potentially affected in-orbit operators. 6. Any action taken or expense incurred as a result of operations pursuant to this special temporary authority is solely at MSV's own risk. 7. This grant of temporary authority is without prejudice to any action on IBFS File No. SAT-MOD- 20080124-00030 or SAT-MOD-200801 18-00028. 8. This action is taken pursuant to Section 0.261 of the Commission's rules on delegated authority, 47 C.F.R. $ 0.26 1, and is effective immediately. Petitions for reconsideration under Section 1.106 or applications for review under Section 1.115 of the Commission's rules, 47 C.F.R. $ $ 1.106, 1.115, may be filed within 30 days of the date of the public notice announcing this action.
