SES Americom, Inc.'s (SES Americom) request for special temporary authority, File No.
SAT-STA-20080214-00046, IS GRANTED. Accordingly, SES Americom IS
AUTHORIZED, for a period of 60 days commencing on February 22,2008, to operate
the AMC-2 satellite's (Call Sign: S2 134) Tracking, Telemetry, and Command (TT&C)
functions necessary to drift to and operate at the 101" W.L. orbital location using the
following TT&C frequencies: 6423.5 MHz carrier for telecommand transmissions and
3700.5 MHz, 4199.5 MHz, and 12198.0 MHz carriers for telemetry beacons and operate
in the 5925-6425 MHz (Earth-to-space) and 3700-4200 MHz (space-to-Earth)
conventional C-band frequencies, and in the 14.0- 14.5 GHz (Earth-to-space) and 11.7-
12.2 GHz (space-to-Earth) conventional Ku-band frequencies while at the 101" W.L.
orbital location. These operations are authorized in accordance with the terms,
conditions, and technical specifications set forth in the application, this Attachment, and
the Federal Communication Commission's rules.

1.     All operations shall be on an unprotected and non-harmful interference basis, i.e.,
       SES Americom shall not cause harmful interference to, and shall not claim
       protection from interference caused to it by, any other lawfully operating
       radiocommunication system.

2.     In the event of any harmful interference as a result of SES Americom's operations
       during the drift to or while at the 101" W.L. orbital location, SES Americom shall
       cease operations immediately upon notification of such interference and shall
       inform the FCC, in writing, immediately of such an event.

3.     SES Americom shall operate the AMC-2 satellite in compliance with all existing
       coordination agreements.

4.     SES Americom shall maintain the AMC-2 satellite with an east/west longitudinal
       station-keeping tolerance of 0.05 degrees. If by 6 p.m. Eastern Time on Tuesday,
       March 11,2008, Mobile Satellite Ventures Subsidiary LLC (MSV) has not been
       granted authority to move AMSC-1 out of its current orbital location at
       100.95" W.L. and if there is no agreement in place between SES Americom and
       MSV with respect to operating in overlapping stationkeeping volumes, than SES
       Americom will operate both AMC-2 and AMC-4 within the stationkeeping
       volume bounded by 101.0" W.L. and 101.05"W.L. pending grant of authority for
       the AMSC- 1 relocation.

5.      This grant of temporary authority is without prejudice to any action on IBFS File
        No. SAT-MOD-20080124-00030 or SAT-MOD-200801 18-00028.


6.   Any action taken or expense incurred as a result of operations pursuant to this
     special temporary authority is solely at SES Americom's own risk.

7.   This action is taken pursuant to Section 0.261 of the Commission's rules on
     delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for
     reconsideration under Section 1.106 or applications for review under Section
     1.115 of the Commission's rules, 47 C.F.R. $8 1.106, 1.115, may be filed within
     30 days of the date of the public notice announcing this action.

EXPEDITED ACTION REQUESTED

                        APPLICATION OF SES AMERICOM, INC.

               SES Americom, Inc. (“SES Americom”) hereby respectfully requests special

temporary authority for a period of up to sixty days to relocate the AMC-2 satellite to 101”W.L.

pending action on its application to reassign AMC-2 permanently to that location. See File

No. SAT-MOD-20080 124-00030 (“AMC-2 Modification”). Specifically, SES Americom seeks

authority to perform Tracking, Telemetry, Command, and Monitoring (“TTC&M”) in order to

relocate AMC-2 from 85” W.L. to 101”W.L., and to operate both the TTC&M and

communications payloads on AMC-2 once it has arrived at 101”W.L. SES Americom proposes

to commence relocation of AMC-2 no later than February 23. As described in the AMC-2

Modification, grant of the requested authority will serve the public interest by allowing SES

Americom to use AMC-2 to provide critical back-up capacity at 101”W.L. for AMC-4, which

has experienced a number of solar array circuit failures.

               Complete technical information relating to the proposed relocation was submitted

with the AMC-2 Modification and is incorporated by reference herein. At 101”W.L., AMC-2

will be collocated with AMC-4. SES Americom proposes to operate both AMC-2 and AMC-4

within the stationkeeping parameters of the current AMC-4 license at 101.O” W.L. with +/-.05


degree East-West stationkeeping tolerance. SES Americom will coordinate stationkeeping of its

two spacecraft to ensure safe operation of both satellites.

                As the Commission is aware, 101" W.L. is the nominal orbital location not just for

AMC-4, but also for MSV's mobile satellite operations and DIRECTV DBS operations, with

MSV operating immediately adjacent to AMC-4 to the east, and DIRECTV operating

immediately adjacent to AMC-4 to the west. SES Americom has advised both MSV and

DIRECTV of its intention to relocate AMC-2 to 101" W.L. and operate it there with AMC-4.

SES Americom has proposed a number of options to accommodate AMC-2's arrival, some of

which involve an offset of SES Americom's operations to the west. Depending on the outcome

of further discussions with the parties, SES Americom may seek to operate AMC-2 at such an

offset. SES Americom will coordinate physical operations with MSV or with DIRECTV as

necessary with respect to operation of AMC-2 at an orbital location that involves an overlap with

another operator's authorized stationkeeping volume.

                SES Americom hereby certifies that no party to this application is subject to a

denial of federal benefits pursuant to Section 5301 of the Anti-Drug Abuse Act of 1988,21

U.S.C. $ 862.

                SES Americom waives any claim to the use of any particular frequency or of the

electromagnetic spectrum as against the regulatory power of the United States because of the

previous use of the same, whether by license or otherwise, and requests an authorization in

accordance with this application.

                For the foregoing reasons, SES Americom seeks temporary authority for a period

of up to 60 days to relocate AMC-2 to 101" W.L., to operate the TTC&M payload during the

drift to that location, and to operate the TTC&M and communications payloads upon arrival of

AMC-2 at 101" W.L.
