        The requests of XM Radio Inc. (XM Radio) for special temporary authority, IBFS File
Nos. SAT-STA-2007 1221-00180 and SAT-STA-2007 1221-00181, ARE GRANTED for a period
of 30 days. Accordingly, XM Radio is authorized to take test measurements of the equivalent
isotropically radiated power (EIRP) of the transponder payloads of the XM-1 and XM-2 satellites
(Call Signs: S2118 and S2119) at the frequency of 2338.75 MHz, subject to the technical
specifications set forth in its applications and the Commission's rules. In particular, test
transmissions shall comply with all power flux density restrictions applicable to the XM-3 and
XM-4 satellites (Call Signs: 26 16 and 26 17), including any coordination agreements associated
with operation of the XM satellites.

         XM Radio Inc. (XM) requests renewal of special temporary authority (STA) for 30 days to
         conduct a limited In-Orbit Test of XM-1 (Call Sign S2118), which currently operates as an
         in-orbit spare, and take EIRP measurements of the payload of that satellite. As a result
         of a delay in developing the testing procedure, X M may be unable to complete testing

8. Description

XM Radio Inc. (XM) requests renewal of special temporary authority (STA) for 30 days to conduct a
limited In-Orbit Test of XM-1 (Call Sign S2118), which currently operates as an in-orbit spare,
and take EIRP measurements of the payload of that satellite. As a result of a delay in developing
the testing procedure, XM may be unable to complete testing within the 30-day period authorized
pursuant to File No. SAT-STA-20071019-00144. As stated in the initial STA application, the
testing will not cause interference to XM or other satellite operators. The specific frequency
for testing
          --- will be 2338.75 MHz, which is at the center of XM's licensed spectrum and normally
used by terrestrial repeaters. The transponders will be operated at saturation (approximately 70
dBW). The test transmissions from XM-1 will comply with all power flux density restrictions
applicable to XM's current operating satellites, XM-3 and XM-4. The testing is required to assess
the performance of the XM system and the state of health of the XM-1 payload. The emissions
designators for the test transmission for the test signals are lM84GlEDW and N.
