DG Consents Sub, Inc.‘s (DG) request for Special Temporary Authority (STA), IBFS
File No. SAT—STA—20070914—00126, to launch and operate the earth exploration—satellite
service ("EESS") NGSO satellite, WorldView 60, with an apogee of 521 kilometers, a
perigee of 506 kilometers, and an inclination of 97.36 degrees, for a period of 30 days
commencing on September 18, 2007 IS GRANTED. Accordingly, DG is authorized on a
non interference basis to launch and operate the WorldView 60 satellite using an X—band
data downlink centered at 8185 MHz with a 375 MHz bandwidth‘ for EESS service, a
1.32 MHz uplink tracking, telemetry and control (TT&C) channel at 2085.6875 MHz
center frequency," and two downlink in 2695 kilohertz and 5800 kilohertz TT&C
channels, each at 8380 MHz center frequerxc:\/,3 for 30 days, in accordance with the terms,
conditions, and technical specifications set forth in its application, this Attachment and
the Federal Communications Commission‘s Rules.

         1.      All operations shall be on an unprotected and non—harmful interference
basis, i. e., DG shall not cause harmful interference to, and shall not claim protection
from, interference caused to it by any other lawfully operating station.

       2.      In the event that any harmful interference does occur, DG shall cease
operations immediately upon notification of such interference, and shall inform the
Federal Communications Commission (FCC), in writing, immediately of such an event.

        3.       The downlink operations of the WorldView—60 satellite in the frequencies
centered at 8185 MHz and 8380 MHz shall not interfere with the Federal Aviation
Authority‘s fixed microwave links transmitting in a 20 megahertz bandwidth channel at
8390 MHz center frequency from Fort Meade, MD and Fairfax Station, VA.

        4.       The downlink operations of the WorldView—60 satellite in the frequencies
centered at 8380 MHz shall not cause interference to the Defense Satellite
Communications System satellite‘s uplink operations in Virginia and Earechson, Alaska.

      5.    Grant of this STA does not prejudice any action on IBFS File No. SAT—
MOD—20070730—00107 or any other application related to Call Sign: $2129.

        6.      Any actions taken as a result of the launch and operation of WorldView—
60 are solely at DG‘s own risk.


   7. DG is afforded thirty days from the date of this action to decline this authorization
      as conditioned. Failure to respond within this period will constitute formal
      acceptance of the authorization as conditioned.

   8. This action is used pursuant to Section 0.261 of the Commission‘s rules on
       delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for
       reconsideration under Section 1.106 or applications for review under Section
       1.115 of the Commuission‘s rules, 47 C.F.R. §§ 1.106, 1.115, may be filed within
       30 days of the date of the public notice indicating that this action was taken.

DG Consents Sub,    Inc.   (PDigitalGlobe)   seeks authority to launch and operate the WV—60 spacecraft it
is licensed to add to its EESS constellation,         but which it proposed in July 2007     (in an
application that remains pending)       to modify slightly.    The modified satellite will be launched on
September 18,    2007,   so action on this request is sought on an urgent,      expedited basis,      provided
that the underlying application       (File No.   SAT—MOD—20070731—00107,   as amended)   remains pending.

                 REQUEST FOR SPECIAL TEMPORARY AUTHORITY
                               Call Sign: $2129
        DG Consents Sub, Inc. ("DigitalGlobe") hereby requests Special Temporary
 Authority ("STA"), beginning on September 18, 2007, to launch and operate the
WorldView 60 satellite that is the subject of DigitalGlobe‘s pending modification of
license application in File No. SAT—MOD—20070730—00107 ("DigitalGlobe Modification
Application"). In the DigitalGlobe Modification Application, DigitalGlobe seeks
authority to modify slightly the orbital parameters for the WorldView 60 earth
exploration—satellite service ("EESS") satellite it was licensed to launch and operate in
September 2005, and to reinsert into the DigitalGlobe EESS constellation a slightly
modified version of the WorldView 110 EESS satellite that was also licensed in
September 2005, but was subsequently removed from the constellation for administrative
reasons. See DigitalGlobe, Inc., Order and Authorization, 20 FCC Red 15696 (Sat. Div.,
2005) (the "DigitalGlobe Order"). See also DigitalGlobe Modification of License
Application to Remove WorldView 110, File No. SAT—MOD—20061002—00115 (stamp
granted, December 14, 2006). The WorldView 110 satellite that is proposed in the
DigitalGlobe Modification Application remains under construction at this time, and thus
is not part of this STA request.

        The DigitalGlobe Modification Application is the resubmission of an application
that was dismissed for reasons relating to one aspect of the orbital debris mitigation plan,‘
and is substantively identical to an application that was under Commission review for
more than five months. Because the launch of the WorldView 60 satellite is to take place
on September 18, 2007 pursuant to a schedule established long ago, DigitalGlobe
urgently requested expedited processing of the Modification Application. The
Commission accepted the DigitalGlobe Modification Application forfiling and placed it
on public notice on August 10, 2007 (see Public Notice, Report No. SAT—00464, released
August 10, 2007). DigitalGlobe knows of no comments or petitions to deny that have
been filed against the application as of the September 10, 2007 deadline set in the public
notice.

        As the spacecraft physical characteristics for the World V iew 60 satellite as
authorized in 2005 and as updated in the DigitalGlobe Modification Application are
slightly different (e.g., the authorized satellite is 13 kg heavier than the currently
proposed spacecraft, and the currently proposed spacecraft is 30 em taller than the

 authorized satellite), and as the modified WorldView 60 satellite includes changed
 emission designators for the 8025—8400 MHz primary downlink band and orbital
 parameters that were slightly adjusted during the final implementation planning process,
 DigitalGlobe is requesting this STA to launch the WorldView 60 satellite as proposed in
 the DigitalGlobe Modification Application. The essential point is from an interference
 standpoint, the modified WorldView 60 satellite is not changed in any material way
 from the system that the National Telecommunications and Information
 Administration approved when it considered the WorldView Satellites pursuant to
 the 2004 Modification Application that was granted in the DigitalGlobe Order in
 2005.

             For convenience, Attachment 1 to this Narrative Exhibit includes verbatim
 excerpts from the pending DigitalGlobe Modification Application in File No. SAT—
 MOD—20070730—00107 that pertain to the adjustments proposed for the WorldView 60
satellite versus what was authorized in the 2005 DigitalGlobe Order. DigitalGlobe
requests this STA to operate the spacecraft as part of the DigitalGlobe EESS constellation
with the adjusted parameters pending action on the DigitalGlobe Modification
Application.

        Launch and pre—grant operation of DigitalGlobe‘s WorldView 60 satellite will not
result in harmful interference to any other satellite networks. The satellite will work in
conjunction with DigitalGlobe‘s existing and operational Quickbird—1 satellite, and will
use the same U.S. ground stations (in Prudhoe Bay and Fairbanks, Alaska). In any event,
all operations under this STA that are at variance with the underlying license for the
WorldView 60 satellite will be performed on a non—harmful interference basis, and
DigitalGlobe is prepared to terminate all such operations immediately upon notification
from the Commission that harmful interference is being caused thereby to any authorized
user of the frequency band.

       Grant of the requested STA will serve the public interest by ensuring that
DigitalGlobe‘s WorldView 60 satellite is launched as expeditiously as possible and that
once on station, the satellite can begin to produce a substantially greater volume of
remote sensing data in a shorter time frame than is currently achievable. DigitalGlobe
emphasizes that its new WorldView satellites are directly supported by Federal
Government users who will put the data received to use in advancing multiple public and
national interests such as meteorology, national security, and improved understanding of
our environment and climate. Moreover, competition in the market for commercial
remote sensing data will be enhanced.

             For all of the foregoing reasons, DigitalGlobe respectfully requests that the
Commission grant this request for Special Temporary Authority to launch and operate the
WorldView 60 satellite, as proposed in the DigitalGlobe Modification Application, for a
period of up to 60 days pending action on the underlying application. Favorable action
on this STA request is urgently requested by September 17, 2007, for the launch is
scheduled for September 18, 2007.
