PanAmSat Licensee Corp.'s (PanAmSat's) request, File No. SAT-STA-200708 13-00114,
IS GRANTED. Accordingly, PanAmSat is authorized to operate the Intelsat 6B
satellite's (Call Sign: S2359) Tracking, Telemetry, and Command (TT&C) functions for a
period of 180 days commencing on January 1,2008 using the following TT&C
frequencies: center frequencies 13999.5 MHz (horizontal polarization) and 13751.5 MHz
(left hand circular polarization), for command operations; and center frequencies 11200.5
MHz (horizontal polarization) and 11201.O MHz (horizontal polarization), for telemetry
operations, during Intelsat 6B's relocation from 43.1 " W.L. to 43.2" W.L., and while at
the 43.2" W.L. orbital location and to operate Intelsat 6B satellite in the Ku-band
frequencies of 10.70-1 1.45 GHz (space to Earth), 12.75-13.25 GHz (Earth to space), and
13.75-14.00 GHz (Earth to space) at the 43.2" W.L. orbital location in accordance with
the terms, conditions, and technical specifications set forth in PanAmSat's applications,
this Attachment, and the Commission's rules.
    1.    All operations shall be on an unprotected and non-harmful interference basis,
          i.e., PanAmSat shall not cause harmful interference to, and shall not claim
          protection from interference caused to it by, any other lawfully operating
          radiocommunication system.
    2.    In the event of any harmful interference as a result of PanAmSat's operations
          at the 43.2" W.L. orbital location, PanAmSat shall cease operations
          immediately upon notification of such interference and shall inform the FCC,
          in writing, immediately of such an event.
    3.    While at the 43.2" W.L. orbital location, PanAmSat shall maintain the Intelsat
          6B spacecraft with an east/west longitudinal station-keeping tolerance of 0.05
          degrees.
    4.    PanAmSat shall operate the Intelsat 6B satellite in compliance with all
          coordination agreements.
    5.     Any action taken or expense incurred as a result of operations pursuan
           special temporary authority is solely at PanAmSat's own risk.
    6.    This action is issued pursuant to Section 0.261 of the Commission's
          delegated authority, 47 C.F.R. 5 0.261, and is effective immediately.

            Intelsat 6B to Intelsat 11 and to operate Intelsat 6B at 43.2 W.L.
