Intelsat North America LLC‘s (Intelsat North America‘s) request, File No. SAT—STA—
20070511—00070, for Special Temporary Authority (STA), IS GRANTED and Intelsat
North America IS AUTHORIZED for thirty days from May 18, 2007 to June 17, 2007, to
conduct space station Telemetry, Tracking, Control, and Monitoring (TTC&M)
operations during the relocation of the INTELSAT 602 satellite (Call Sign $2389) from
its current location at the 150.5° E.L. orbital location to the 157° E.L. orbital location and
while at the 157° E.L. orbital location, in accordance with the terms, conditions, and
technical specifications set forth in its application, this Attachment, and the Federal
Communications Commission‘s (Commission) Rules.

    1.     All operations shall be on an unprotected and non—harmful interference basis,
           i.e., Intelsat North America shall not cause harmful interference to, and shall
           not claim protection from interference caused to it by, any other lawfully
           operating radiocommunication system.

           In the event of any harmful interference as a result of Intelsat North America‘s
           operations during relocation or during operations at the 157° E.L. orbital
           location, Intelsat North America shall cease operations immediately upon
           notification of such interference and shall inform the FCC, in writing,
           immediately of such an event.

           While at the 157° E.L. orbital location, Intelsat North America shall maintain
           the INTELSAT 602 spacecraft with an east/west longitudinal station—keeping
           tolerance of 0.05 degrees.

           During the drift of the INTELSAT 602 satellite from the 150.5° E.L. orbital
           location to the 157° E.L. orbital location, and while at the 157° E.L. orbital
           location, Intelsat North America shall not operate the communications payload
           on the satellite.

           Any action taken or expense incurred as a result of operations pursuant to this
           special temporary authority is solely at Intelsat North America‘s own risk.

           Grant of this special temporary authority is without prejudice to action on
           Intelsat North America‘s pending application IBFS File No. SAT—MOD—
           20070511—00071.


Intelsat North America is afforded thirty days from the date of this action to
decline this authorization as conditioned. Failure to respond within this period
will constitute formal acceptance of the authorization as conditioned.

This action is used pursuant to Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.F.R. § 0.261, and is effective upon release. Petitions
for reconsideration under Section 1.106 or applications for review under
Section 1.115 of the Commission‘s rules, 47 C.F.R. §§ 1.106, 1.115, may be
filed within 30 days of the date of the public notice indicating that this action
was taken.

            Dear Ms. Dortch:

              Intelsat North Amenca LLC ("Intelsat") herein requests Special Temporary
              Authority ("STA")‘ for 30 days, from May 18, 2007 through June 17, 2007, to
              driftIntelsat 602 from 150.5° E.L., wherethe satellite has been operating in
              accordance with ITU filings held.by the Indonesian Administration, to 157°
           — EL. As further explained below, because Intelsat has only recently determined —
            . that it will be unable to reach agreement with the Indonesian concession—holder
              to extend the term for the satellite‘s operation at 150.5° E.L. beyond May 31,
            2007, and in order to meet the service needs of a U.S. Government customer,
            Intelsat wishes to begin drifting Intelsat 602 to 157° E.L. on May 18, 2007.
            Accordingly, Intelsat requests expeditious grant of thls request for dnfionly
            authority.

            Intelsat has operated Intelsat 602 at 150.5° E.L. in inclined orbit mode since
            mid—2005, pursuant to a commercial agreement ("Agreement") with PT Indosat
            ("Indosat""), the entity which holds the concession from the Indonesian
            Administration to operate a satellite at that location. Intelsat‘s authority from
            the FCC to operate at that location expires on May 30, 2007, a day before the
            end of the Agreement‘s term. Intelsat has been in discussions withIndosat for _
            some time regarding extending the Agreement to allow the satellite to continue
            operating at that location. Only very recently has Intelsat concluded that it will
            not be able to negotiate successfully such an extension.

             Accordingly, upon receipt of Commission approval, Intelsat intends to redeploy
             Intelsat 602 to 157° E.L., where it will operate in inclined orbit mode. As noted
             above, Intelsat is concurrently filing an application to modify the satellite‘s



             ‘ Intelsat has filed this STA request, an FCC Form 159 and a $790.00 filing fee
             electronically via the International Bureau‘s Filing System.

 license to allow its permanent operation at 157° E.L. Because that application
 will not have completed the public notice period in time to allow redeployment
 in time to satisfy the U.S. Government customer‘s needs, Intelsat seeks this
 temporary authority to begin drifting the satellite to 157° E.L. beginning May
 18, 2007. The only customer currently on Intelsat 602 —— the U.S. Government
 customer —— will be temporarily relocated to Intelsat 605 at 174° E.L. before
 the Intelsat 602 drift begins, and Intelsat will not place that customer back on
 Intelsat 602 at 157° E.L. until it has recelved ECCapproval to operate the
 satelhte atthat locanon

  During the drift ofIntelsat 602 from 150.5° E.L. to 157° E.L., Intelsat will
_ utilize only TT&C frequenc1es on the satellite. Those TT&Cfrequenmes are as
  follows:

  Uplink: 6173.7 MHz and 6176.3 MHz
  Downlink: 3947.5 or 3948 MHz
             3952.5 or 3952 MHz

  Grant of this STA request will serve the public interest by allowing Intelsat
  602‘s departure from 150.5° E.L. prior to the end of the Agreement. Moreover,
  allowing the satellite to begin drifting on May 18, 2007 allows Intelsat to meet
  the needs of the U.S. Government customer. That customer prefers 157° E.L.
  because that location —— unlike 174° E.L. —— provides coverage of the eastern
  Indian Ocean as well as the Pacific Ocean, which coverage the customer
  requires beginning June 25, 2007. In addition, the 157° E.L. locatlon provides
  the opportumty for Ku—band coverage.

  Grant of this STA request will not result inincreased risk of harmful
  interference. As noted above, Intelsat will operate only TT&C frequencies
  during the drift, and will coordinate its TT&C transmissions with operators of
  satellites in the drift path. Should any interference occur during the drift,
  Intelsat will take all reasonable steps to eliminate such interference. At the 157°
  E.L. orbital location, Intelsat has already coordinated the TT&C transmissions
 . of Intelsat 602 with the operators of adjacent satellites. Intelsat notes that the
   two satellites closest to 157° E.L. —— Superbird A and Optus C1, located at 158°
   EL. and 156° E.L., respectively —— do not include a C—band payload
