PanAmSat Licensee Corp.‘s request (PanAmSat‘s), File No. SAT—STA—20070319—00052,
IS GRANTED, and PanAmSat IS AUTHORIZED, for a period of 30 days, from May 30,
2007 to June 29, 2007, to conduct space station Telemetry, Tracking, Control, and
Monitoring (TTC&M) operations during the relocation of the Galaxy 17 satellite from the
81° W.L. orbital location to the 75.5° W.L. orbital location and while at the 75.5° W .L.
orbital location and to operate the Galaxy 17 in the 5925—6425 MHz (Earth—to—space) and
3700—4200 MHz (space—to—Earth) conventional C—band frequencies, and in the 14.0—14.5
GHz (Earth—to—space) and 11.7—12.2 GHz (space—to—Earth) conventional Ku—band
frequencies, at the 75.5° W.L. orbital location for the purposes of conducting in—orbit
testing in accordance with the terms, conditions, and technical specifications set forth in
its application, this Attachment and the Federal Communications Commission‘s
(Commission) Rules.

    1.    All operations shall be on an unprotected and non—harmful interference basis,
          i.e., PanAmSat shall not cause harmful interference to, and shall not claim
          protection from interference caused to it by, any other lawfully operating
          radiocommunication system.

   2.     In the event of any harmful interference as a result of PanAmSat‘s operations
          during relocation or during operations at 75.5° W.L. orbital location,
          PanAmSat shall cease operations immediately upon notification of such
          interference and shall inform the FCC, in writing, immediately of such an
          event.


          While at 75.5° W.L. orbital location, PanAmSat shall maintain the Galaxy 17

          spacecraft with an east/west longitudinal station—keeping tolerance of 0.05
          degrees.

   4.     During the drift of the drift of the Galaxy 17 satellite from the 81° W.L. orbital
          location to the 75.5° W.L. orbital location, PanAmSat shall not operate the
          communications payload on the satellite.

   5.     This action is issued pursuant to Section 0.261 of the Commission‘s rules on
          delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions
          for reconsideration under Section 1.106 or applications for review under
          Section 1.115 of the Commussion‘s rules, 47 C.F.R. §§ 1.106, 1.115, may be
          filed within 30 days of the date of the public notice mdlca‘ung that this action

     PanAmSat Licensee Corp. herein requests STA from 05/28/2007 through 06/27/2007 to perform
     IOT of Galaxy 17 at 75.5 W.L.                  in the conventional C— and Ku— bands.                          Galaxy 17 is
     scheduled to be launched on O05/03/2007.
