Importance: High
Andrea & Mark,
SES Americom has reached agreement with SatMex on coordination of the proposed temporary operations of
AMC—16 at the nominal 113° W.L. orbital location. Specifically, SES Americom has accepted all of the edits
SatMex made to the most recent version of the coordination document. The agreement is based on operations of
AMC—16 at 113.075° W.L., consistent with SES Americom‘s original proposal and the terms of the STA request.
With respect to the schedule for relocation, we have been advised that testing of Anik F3 is finished, and that
the transfer of traffic from AMC—16 has been completed. Thus, SES Americom would be ready to begin moving
the spacecraft as early as tomorrow, May 1, which would result in shifting the dates in the schedule below one
day earlier.
Please let me know if you have any further questions. We would like to commence relocation of the satellite as
soon as possible now that traffic transfer has occurred.

Best,
Karis

        Andrea & Mark,
I apologize for not updating you earlier today, but things have been in flux. SatMex sent us a response
to our coordination proposal late today, but for the first time suggested in their proposal that we operate
AMC—16 on the East side of 113 W.L. (In the STA request, we indicated that subject to coordination, we
planned to operate AMC—16 on the West side at 113.075, which is the orbital location we had agreed to
with SatMex when AMC—15 operated there.)
Our folks called SatMex to suggest that we go back to the original proposal of 113.075, and they are
discussing it internally. At this point we are cautiously optimistic that they will agree, but we will let you
know as soon as we have a final answer. My understanding is that all the other parameters of the
operation have been agreed to (frequencies, exchange of stationkeeping data, contact personnel, etc.), so
the only unresolved issue is the precise orbital location.
Let me know if you have questions.

        Best,
        Karis

Subject: AMC—16 STA Request (File No. SAT—STA—20070306—00043)

               Andrea & Mark,

SES Americom hereby provides additional information regarding its above—referenced request for
special temporary authority for AMC—16 to operate at the nominal 113° W.L. and 97° W.L. orbital
               locations.

Coordination of Ku—band TT&C: As we previously discussed, coordination of the proposed
operations at 97° W.L. with Intelsat has already occurred, and the parties agreed that their
spacecraft operations personnel would handle the details of the planned operations.
Coordination of the proposed operations at 113° W.L. with SatMex is also well underway. SES
Americom has provided SatMex with full technical details of the proposed operations. SES
Americom advised SatMex that it is seeking an agreement here substantially similar to the SES
Americom—SatMex coordination agreement pursuant to which AMC—15 operated temporarily at 113°
W.L. in 2005. SatMex has advised SES Americom that it does not anticipate any issues here,
particularly given the short duration of the proposed operations. We currently expect to have a
coordination agreement completed by early next week, and we will advise the Commission once
               that has been completed.

customer EchoStar concerning its preferred schedule for AMC—16:

                       2 May Commence drift to 113 Drift rate 5 deg/6 days or ~1 deg/day
8 May At 113 On station ~10 days
                       18 May Commence drift to 97 Drift rate 16 deg/17 days or ~1 deg/day
4 June At 97 On station ~10 days
                       14 June Commence drift to 85 Drift rate 12 deg/12 days or ~1 deg/day
                       26 June At 85

Please let me know if you have any questions regarding this information.
