ATTACHMENT Conditions of Authorization: SAT—STA—20061121—00142 Call Sign: $2669 Grant Date: November 30, 2006 The request of DIRECTV Enterprises, LLC ("DIRECTV") for special temporary authority (STA), IBFS File No. SAT—STA—20061121—00142, IS GRANTED. Accordingly, DIRECTV IS AUTHORIZED to extend the drift of its DIRECTV 98 satellite from the 138° W.L. orbital location to its licensed orbital location at 101.1° W.L. by 15 days, from December 4, 2006 to December 19, 2006. Also, DIRECTV IS AUTHORIZED to operate the DIRECTV 98 satellite‘s telemetry, tracking and command (TT&C) functions on the 17795 MHz (uplink) and 12695.5 and 12696.5 MHz (downlink) frequencies, for the 15—day period from December 4, 2006 through December 19, 2006 during the remainder of the relocation of the satellite from the 138° W.L. orbital location to the 101.1° W.L. orbital location. This authorization is granted in accordance with the terms, conditions, and technical specifications set forth in DIRECTV‘s application, this Attachment, and the Commission‘s rules: 1. DIRECTV shall coordinate its TT&C operations with all potentially affected lawfully operating satellite networks to ensure that no unacceptable interference results from its TT&C operations during the remainder of the drift from 138° W.L. to the 101.1° W.L. orbital location. 2. DIRECTV shall notify the Commission by email to Chip.Fleming@fce.gov and Paul.Noone@fce.gov within 48 hours of the arrival of the satellite at the 101.1° W.L. orbital location. 3. The terms and conditions of DIRECTV‘s previous authorizations for the DIRECTV 95 satellite‘ other than the time period for relocating DIRECTV 98 from 138° W.L. to the 101.1° W.L. orbital location are not modified by this grant. 4. DIRECTV is afforded thirty days from the date of release of this authorization to decline this authorization as conditioned. Description DIRECTV Enterprises, LLC requests that an additional fifteen (15) days, from December 4 to December 19, 2006, be added to the original STA to allow orderly completion of the drift of the DIRECTV 98 satellite from the 138 W.L. to the 101.1 W.L. orbital location. This additional time is being requested to ensure proper insertion of this satellite into this congested orbital slot and to conserve fuel on board the spacecraft.
