Dear Ms. Dortch:

PGA TOUR, Inc. ("PGA TOUR") urges the FCC to promptly grant XM Radio Inc.‘s application
to operate a low power terrestrial repeater at our upcoming TOUR events over the first half of
2007.

XM is an important partner of the PGA TOUR, both through its "PGA TOUR Live Channel,"
which provides play—by—play coverage, interviews, and highlights of all PGA TOUR events, and
XM‘s involvement in and support of the PGA TOUR‘s "Fan Enhancement Program." The Fan
Enhancement Program is designed to improve the golf fan‘s tournament experience by offering
those in attendance the opportunity to hear a play—by—play account of the tournament on the PGA
TOUR Live Channel. XM provides attendees free rental of a portable satellite receiver for the
duration of the event. Due to obstructions such as trees and hills throughout PGA TOUR golf
courses, XM needs a low power repeater to ensure adequate coverage regardless of where fans
are on the course.

Under authority from the FCC, XM has operated low power repeaters at PGA TOUR events
since 2005. During that time, we have had a very positive response from our fans who tell us
how much XM‘s on—course coverage adds to their enjoyment of attending golf tournaments.
Significantly, we are not aware of any complaints that XM‘s operations at our events have
caused interference to other frequency users licensed by the FCC.

The first event for which XM needs this repeater in the current PGA TOUR season is the FBR
Open, scheduled for January 29 through February 4, 2007, in Scottsdale, Arizona. The AT&T
Pebble Beach tournament begins immediately afterwards, with other events following soon
thereafter and ending July 1, 2007. Since XM‘s application has now come off Public Notice, we
urge the FCC to grant the application as soon as possible.
