Intelsat North America LLC's (Intelsat) request for Special Temporary Authority (STA), File
No. SAT-STA-200601102-00128 IS GRANTED for a period of 60 days from the release of
this authorization, in accordance with the terms, conditions, and technical specifications set
forth in its application, this Attachment and the Federal Communications Commission's
Rules. Intelsat IS AUTHORIZED to operate Tracking, Telemetry, Command, and
Monitoring (TTC&M) during the drift of the Intelsat 601 satellite (Call Sign 2392) from its
current location at 63.65' E.L. to 47.5'E.L.

1 . Intelsat shall coordinate all of its TTC&M operations with existing geostationary
satellites to ensure that no unacceptable interference results from its TTC&M operations
during its drift from 63.65' E.L. to 47.5'E.L.

2. During the drift of the Intelsat 601 satellite to 47.5'E.L., Intelsat shall not operate the main
communications payload of the satellite.

3. During the drift, no harmful interference shall be caused by Intelsat 601 satellite to any
other lawfully operating in-orbit satellite, and operations of the Intelsat 60 1 satellite shall
cease immediately upon notification of such interference.

4. During the drift, Intelsat is required to accept interference from other lawfully operating
in-orbit satellites.

5. Any action taken or expense incurred as a result of operations pursuant to this STA is
solely at Intelsat's own risk.

6. This Grant is without prejudice to any FCC decision regarding changes, if any, in the status of
the United States as the current ITU notifLing administration associated with this satellite.

7. This Grant is used pursuant to Section 0.261 of the Commission's rules on delegated
authority, 47 C.F.R. tj 0.26 1, and is effective upon release.

     Intelsat North America LLC seeks STA for 60 days to drift Intelsat 601 to 47.5 E.L., where
     it will then operate pursuant to German authorization.

                                    Intelsat will not operate the communications payload on Intelsat 601 during its
                                    relocation; only the TT&C carriers will be in use during that time. htelsat
                                    plans to begin the drift - which is expected to last approximately one month - at
                                    the end of January 2007.

                                            Intelsat 601 is currently located at 63.65” E.L., where it is operating
                                    pwsuant to a 60-day STA effective September 21, 2006.2 Intelsat 601 is
                                    collocated with Intelsat 906, which operates at 64.15’ E.L. The STA enabled
                                    Intelsat 601 to move fkom 64.25’ E.L., where it had caused intrasystem
                                    interference to a U.S.Government customer on Intelsat 906, to 63.65” E.L.3

                                           Intelsat plans, upon receipt of Commission approval, to move Intelsat
                                    601 to 47.5’ E.L., where it will operate pursuant to a German authorization held
                                    by EUROPE*STAR Gesellschaft f5.r SatellitenkommunikationmbH, ,ajoint
                                    venture that is 51 percent owned by a sister entity of Intelsat, PanArnSat Europe
                                    C~rporation.~   The German AdIhinistration will be responsible for ensuring that

the satellite's operations at the 47.5' E.L. orbital location comply with all
relevant coordination agreements for the location.

        Grant of this application will serve the public interest by allowing
Intelsat to operate at 47.5' E.L., thus providing customers in Africa, the Middle
East and Europe an additional option for satellite ~ e r v i c e No
                                                                 . ~ customers
currently operating on Intelsat 601 will be negatively affected, as their existing
contracts will have expired prior to Intelsat 601's drift to 47.5' E.L! Moreover,
because Intelsat 601 is currently collocated with Intelsat 906 at the nominal 64"
E.L. ,orbital location, no US. location will be vacated by grant of this STA
request. Intelsat expects Intelsat 601 to remain at 47.5' E.L. until it is de-
orbited.

         Grant of the'requested STA, moreover, would not present any significant
risk of interference to other users. Intelsat will not operate the communications
payload on Intelsat 601 during the relocation to 47.5" E.L. In addition, Intelsat
will follow standard industry practices for coordination of TT&C transmissions
during the relocation process.

       During the drift &om 63.65" E.L. to 47.5" E.L., Intelsat will utilize the
following frequencies for TT&C:

        Telecommand frequencies: 6 168-6182 MHz
        Telemetry frequencies:   3947.1-3947.9; 3947.6-3948.4;.
                                 3951.6-3952.4; 3952.1-3952.9 MHz

     For the reasons set forth herein, Intelsat respectfully requests that the       .
Commission grant this request to relocate Intelsat 601 to 47.5" E.L., and to




Gesellschaft expects those frequencies to be added to the authorization prior to
the end of January 2007, when Intelsat expects to begin drifting Intelsat 601.
  In particular, Ku-band capacity currently is in high demand over the Middle
East.
  To the extent that any of those customers' contracts are extended for a period
beyond the start date of the drift,they will be done so with the customer's
ageement to be accommodated - at least temporarily - on a satellite other than
Intelsat 60 1.
