Donnelly, Executive Vice President, General Counsel, and Secretary of Sirius Satellite Radio Inc., and Louis Kessler, Vice President and General Manager of Engineering and Operations of Sirius Satellite Radio Inc., along with Carl Frank and the undersigned of this firm, met with Roderick Porter, Gardner Foster, Cassandra Thomas, Karl Kensinger, Joann Lucanik, Stephen Duall, and Shabnam Javid of the International Bureau and Julius Knapp and Bruce Romano of the Office of Engineering and Technology to review the operating characteristics of the repeaters for which special temporary authority has been sought.
