           Notice of Change to Terrestrial Repeater — St. Louis, MO (STLO17E)

Dear Ms. Dortch:


XM Radio Inc. ("XM"), which holds Special Temporary Authority ("STA") to operate terrestrial
repeaters in its licensed frequency band (2332.5—2345 MHz), hereby notifies the Commission of
the following minor change to the technical parameters ofits terrestrial repeater in St. Louis,
Missouri, identified as STLO17E.

This repeater is located atop the Chase Park Plaza building in downtown St. Louis. The transmit
antenna was mounted on the building‘s penthouse, in order to maximize the repeater‘s terrestrial
coverage. On April 16, 2007, XM was notified by a representative of Kingsdell LP, the building
owner, that the building‘s penthouse was about to undergo demolition and XM needed to
immediately relocate its antenna.

On April 18, XM relocated the repeater antenna from the building penthouse to the main roof
parapet wall on the same building. The coordinates of the new location vary from the
coordinates of the prior location by one second of latitude, as shown below:

       Prior location:                       38° 38° 42" N.L., 90° 15° 51" W.L.

       New location:                         38° 38 41" N.L., 90° 15° 51" W.L.

XM previously notified the Commission that STLO17E operates at variance from its STA,
having been constructed at different coordinates than those specified on the STA. In the course
of inspecting this repeater site in preparation for relocation of the antenna, XM determined that
the antenna also had been mounted at a lower height (321 feet AGL) than that specified in the
STA (349 feet AGL). When relocating the transmit antenna on the roof parapet wall, XM
mounted the antenna at the same height of 321 feet AGL. Accordingly, other than the one

second latitude change, no other aspect of this repeater‘s operations was modified as a result of
this relocation.
