Dear Ms. Dortch:

On 28 March 2007, in response to an inquiry from the International Bureau, undersigned counsel
provided the following information inadvertently omitted from earlier ex partes regarding
several markets. Specifically, I indicated that the percentage of the market population receiving
repeater coverage that receives that coverage from variant repeaters in New York is 18%, in
Knoxville is 9%, in San Antonio is 7%, in Norfolk is 3%, in Houston is 3%, in Las Vegas is 2%,
in Hartford is 2%, and in New Orleans is 1%. I also indicated that these figures reflect
residential population figures and do not take into account consumers who receive signals from
variant repeaters while traveling on roads or highways.
