Blitz and Robert Smith of XM Satellite Radio, met with the following members of the International Bureau and the Office of Engineering and Technology: Stephen Duall, Shabnam Javid, Gardner Foster, Karl Kensinger, Julius Knapp, JoAnn Lucanik, Rod Porter, Bruce Romano, and Cassandra Thomas. During this meeting, we asked that the Commission grant XM‘s request for a thirty—day STA. In so doing, we discussed the adverse impact on service and consumers that could result from the failure to grant the STA in its entirety. We also pointed out that taking additional steps to conform the repeater network to the existing STAs would create a greater likelihood of interference to services in adjacent spectrum, since the existing network is smaller and less powerful that what the FCC has already approved. Finally, using the attached maps, we discussed the coverage that the repeater network provides in the Detroit and Atlanta markets and how that coverage would be affected if the STA request were not granted.
