    Intelsat North America LLC's (Intelsat) request for Special Temporary Authority (STA), File
    No. SAT-STA-20060808-00086IS GRANTED, for a period of 60 days from the release of
    this authorization, in accordance with the terms, conditions, and technical specifications set
    forth in its application, this Attachment and the Federal Communications Commission's
    Rules. Intelsat IS AUTHORIZED to operate Tracking, Telemetry, Command, and
    Monitoring (TTC&M) during the drift of the Intelsat 601 satellite (Call Sign 2392) from its
    current location at 64.25' E.L. to 63.65' E.L. Intelsat is ALSO AUTHORIZED to
    temporarily operate the Intelsat 601 satellite in the C-band (5850-6425 MHz and 3625 - 4200
    MHz), and Ku-band (14.0-14.5 GHz, 10.95-11.2 GHz, 11.45-11.7 GHz) frequencies at the
    63.65' E.L. orbital location. Intelsat's request for waiver of Section 25.114(d)(4) of the
    Commission's rules IS GRANTED. Intelsat's request that the Part 25 waivers originally
    granted to the Intelsat 601 spacecraft, specifically the waivers of Sections 25.140(b)(2),
    25.202(g), 25.210(a)(l), 25.210(a)(3), 25.210(~),25.210(i), and 25.21 l(a) of the
    Commission's rules' continue to apply at 63.65' E.L. IS GRANTED.


    1. Intelsat shall coordinate all of its TTC&M operations with existing geostationary
       satellites to ensure that no unacceptable interference results from its TTC&M operations
       during its drift from 64.25' E.L. to 63.65' E.L.

    2. During the drift, no harmful interference shall be caused by Intelsat 601 satellite to any
       other lawfully operating in-orbit satellite, and operations of the Intelsat 60 1 satellite shall
       cease immediately upon notification of such interference.

    3. During the dnft, Intelsat is required to accept interference from other lawfully operating
       in-orbit satellites.

    4. Intelsat shall operate the Intelsat 601 satellite at the 63.65' E.L orbital location in
       compliance with all existing coordinatiodcollocation agreements for the nominal 64.0'
       E.L. orbital location.

    5 . Any action taken or expense incurred as a result of operations pursuant to this special
        temporary authority is solely at Intelsat's own risk.

    6. Intelsat is afforded thirty days from the date of release of this grant and authorization to
       decline this authorization as conditioned. Failure to respond within this period will
       constitute formal acceptance of the authorization as conditioned.

    7. This Grant is used pursuant to Section 0.261 of the Commission's rules on delegated
       authority, 47 C.F.R. 90.261, and is effective upon release. Petitions for reconsideration
       under Section 1.106 or applications for review under Section 1.115 of the Commission's
       rules, 47 C.F.R. ggl.106, 1.115, may be filed within 30 days of the date of the public
       notice indicating that this action was taken.

                Dear Ms. Dortch:

                Intelsat North America LLC ("Intelsat") herein requests Special Temporary
                Authority ("STA")' for 60 days to drift Intelsat 601 to, and to temporarily
                operate the satellite at, 63.65' E.L.'

                Intelsat 601 is currently located at 64.25' E.L. The satellite is collocated with
                Intelsat 906, which operates at 64.15" E.L. Recently, a U.S. Government
                customer on Intelsat 906 has been experiencing interference fiom services on
                Intelsat 601. In order to eliminate this intrasystem interference, Intelsat plans,
                upon receipt of Commission approval, to move Intelsat 601 to 63.65' E.L.

                The specific bands that will be utilized at 63.65' E.L. are as follows:

                C-band:             3625-4200 MHz (downlink) and 5850-6425 MHZ (Uplink)
                Ku-band:            10.95-11.2 and 11.45-11.7 GHz (downlink) and 14.0-14.5 GHz
                                    (uplink)

                Grant of this STA request will serve the public interest by allowing Intelsat to
                eliminate the intrasystem interference currently being experienced by a U.S.
                Government customer. Intelsat therefore respectfully requests expeditious grant
                of this STA request. Intelsat intends shortly to file an application for permanent
                modification of Intelsat 601's license to allow its permanent operation at
                63.65' E.L.

            '   Grant of this STA request will not result in increased risk of harmful
                interference. Intelsat has a collocation agreement with Inmarsat for 'the nominal
                64.0' E.L. location. Intelsat recently entered into an amendment to that
                agreement to allow for Intelsat 601's operation at 63.65' E.L. Intelsat will

                 Intelsat has filed this STA request, an FCC Form 159 and a $735.00 filing fee
                electronically via the International Bureau's Filing System.
                 As it currently does at 64.25' E.L., Intelsat 601 will operate in inclined orbit
                mode at 63.65' E.L.

operate Intelsat 601 at 63.65' E.L. in accordance with Intelsat's existing
coordination agreements and the FCC's rules governing operations at that
location vis-&-visadjacent locations.
