        With this grant, Intelsat LLC is authorized to operate the Intelsat 709 satellite in
the 11.7-11.95 GHz (downlink) and 14-14.25 MHz (uplink) frequency bands at the
85.15' E.L. orbital location, in order to provide satellite service to U.S. government Earth
stations, for a period of 60 days, until September 8,2006, in accordance with the
technical parameters specified in Exhibit B of its application, and subject to the following
conditions:

        1)     Intelsat LLC's operations shall be on a non-interference basis, i.e., Intelsat
               LLC shall not cause harmful interference to, and shall not claim protection
               from harmful interference caused to it by, any other lawfully operating
               satellites;

       2)      In the event that any harmful interference does occur, Intelsat LLC shall
               cease operations;

       3)      This authorization does not grant Intelsat any authority for earth station
               operations. Any such operations will need to be authorized pursuant to the
               applicable laws, regulations, rules and licensing procedures for the
               government of the country or governments of the countries to which such
               operations are subject.

       4)      Prior to operating pursuant to this authorization, Intelsat shall confirm that
               operations in the 14-14.25 MHz band will meet all limits imposed by
               coordination agreements with adjacent satellite operators, taking into
               account all operational characteristics of the Earth stations involved.

       5)      The power flux density of emissions in the 11.7-11.95 MHz band at the
               Earth's surface shall not exceed the following limits in a reference
               bandwidth of 1 MHz:

               For angles of arrival of 0-5' above the horizontal plane, -124 dB(W/m2);
               For angles of arrival of 5-25' above the horizontal plane, -124 + O S @ -
               5)dB(W/m2),where 6 is the angle of arrival ;
               For angles of arrival of 25-90' above the horizontal plane, -1 14 dB(W/m2).

                               Dear Ms. Dortch:

                               Intelsat North America LLC (“Intelsat”) herein requests Special Temporary
                               Authority (“STA”)’ for 60 days to provide service using the INTELSAT 709
                               satellite at 85.15” E.L. using frequencies in the 11.7-1 1.95 GHz band. The STA is
                               necessary to fulfill an immediate need for service for U S . Government operations
                               in the Middle East.2 Intelsat therefore requests expeditious treatment of this STA
                               request.

                               Grant of the STA request will not result in increased risk of harmhl interference, as
                               demonstrated in the attached Exhibit. Intelsat intends to shortly file an application
                               requesting modification of the license for INTELSAT 709 to permit permanent
                               operation on the requested frequencies. With that application, Intelsat will also
                               prepare and submit the necessary filings to be sent to the International
                               Telecommunication Union.

                               Grant of this STA request will serve the public interest by hlfilling U.S. national
                               security needs. In addition, grant of this STA request will not result in an increased
                               risk of harmful interference. Intelsat acknowledges that it may be required by the
                               FCC to discontinue operations if any such interference does occur.

                               electronically via the International Bureau’s Filing System.

                                           EXHIBIT

     INTERFERENCE SCENARIO IN THE 11.7-11.95 GHz BAND AROUND 85"E

INTELSAT-709, which is operational at 85.15"E pursuant to a FCC license, does have a
Ku band payload in the 11.7-11.95 GHz band which can operate in conjunction with the
14.0-14.25 GHz uplink band. Ku band spots of 709 currently provide services to Asia,
Africa and Middle East in FSS Ku bands. However, the band 11.7-11.95 GHz is part of
the BSS Plan bands in ITU Regions I & 3.

The Regions 1 & 3 BSS Plan provides for allocation of these bands to Russia, Bhutan,
and Cambodia from the 86"E orbital location. Also there are APP.30 BSS Plan
amendment filings made by EUTELSAT, MEASAT, and VINASAT at 86"E and
CHINASAT at 84"E. However, none of these systems are operational and according to
publicly available information these BSS satellites are also not under active
implementation.

The prevailing operational satellite scenario in an 8" arc around 85"E is reproduced
below.

None of these operational satellites carry a payload that can operate in the 11.7-11.95
GHz band. Accordingly, it can be concluded that any operations of 709 in this band


would neither cause harmful interference to other adjacent operating satellites nor
receive harmful interference from them.
