(”PanAmSat”)was granted special temporary authority to locate Galaxy 16 temporarily at 76.5” W.L. for purposes of conducting in-orbit testing (”IOT”).l As a condition of that grant, PanAmSat was required to notify the Commission once IOT had been completed.
