 SES Americom, Inc.‘s (SES Americom‘s) application, SAT—$TA—20060206—00014 (Call
 Sign: KS49), IS GRANTED. Accordingly, SES Americomis authorized, for the period
of 30 days commencing on March 10, 2006, to relocate Satcom SN—4 from 172° E.L.to
 171.8° E.L. and to operate the Telemetry, Tracking and Control (TT&C) for the purpose
ofproviding restoration capability in the event that any problems are encountered during
the inital period of its replacement satellte (AMC—23)‘s operation, in accordance with
the terms, conditions, and technical specifications set forth in its application, this
Attachment, and the Federal Communications Commission‘s (Commission) Rules.

 1. SES Americom shall coordinate all ofits operations so that no harmful interference
    shall be caused to any other lawfully operating satelltes or radiocommunication
    system. SES Americom shall cease operations immediately upon notifieation of such
    interference informthe Commission in writing immediately of such an event.
2.. SES Americom is required to accept interference from any lawfully operating in—orbit
    satellites or radiocommunication systems.
3.. Any action taken or expense incurred as a result ofoperations pursuant tothis
    temporary authority is solely at SES Americom‘s own risk.
4.. SES Americom‘s operations at 171.8° EL. shall be limited solely to TT&C
    operations and shall not include the provision of commercial services.

5..   SES Americom is afforded 30 days from release ofthis action to decline this
      authorization as conditioned. Failure to respond within that period will constitute
      formal seceptance of the authorization as conditioned.
6. This action is issued pursuant to Section 0.261 of the Commission‘s rules on
   delegated authority, 47 C.F.R. § 0.261, and is effective immediately.

                    APPLICATION OF SES AMERICOM, INC.
              SES Americom, Inc. (‘SES Americom") hereby respectfully requests
special temporary authority for a period of thirty days beginning March 10 to
relocate its Satcom SN—4 spacecraft to 171.8° E.L. and to perform TT&C during the
relocation and while the spacecraft is at 171.8° E.L. Grant of this application will
serve the public interest by facilitating operations as Satcom SN—4 is replaced with
AMC.2s.
              Satcom SN—4 is a C/Ku—band satellite that is lcensed to operate at the
172° E.L. orbital position.\ Satcom SN—4 is being replaced at that location by AMC—
23, which was launched late last year. Testing of AMC—23 was recently completed,
and the satellite is now being moved into position at 172° E.L. Once it arrives,
traffic will be transferred from Satcom SN—4 to AMC—23. Subsequent to the traffic
transfer, SES Americom would like to move Satcom SN—4 to an offset location for a
short period of time prior to retiring Satcom SN—4.

              Specifically, SES Americom proposes to relocate Sateom SN—4 to
171.8° EL. temporarily. SES Americom would not use the communications payload
of the spacecraft while it is in the offet location. However, the presence of
Satcom SN—4 would provide a restoration capability in the event that any problems
are encountered during the initial period ofAMC—23‘s operation.* Once nominal
operation of AMC—23 has been confirmed, SES Americom will commence retirement
maneuvers for Satcom SN—4 pursuant to the deorbit authority previously granted by
the Commission."
              Grant of the requested authority will not adversely affect any other
operators. As noted above, SES Americom is not proposing to activate the

communications payload of Satcom SN—4 during the period it is at the offset location.
              SES Americom hereby certifies that no party to this application is
subject to a denial of federal benefits pursuant to Section 5301 of the Anti—Drug
Abuse Act of 1988, 21 U.S.C. § 862. SES Americom waives any claim to the use of
any particular frequency or of the electromagnetic spectrum as against the
regulatory power of the United States because of the previous use of the same,
whether by license or otherwise, and requests an authorization in accordance with
this application.



       SES Americom would seek any necessary authority prior to re—commencing
services on Sateom SN—4 in the event of a problem with AMC—23.

             SES Americom seeks temporary authority to relocate Satcom SN—4
pursuant to the following conditions:
               (a) ES Americom seeks authority for the period of March 10, 2006
to April 9, 2006 to drift Sateom SN—4 to 171.8° E.L. and to operate the Telemetry,
Tracking and Control (PT&C) of the Satcom SN—4 satellite at the 171.8° E.L. orbital
location,in accordance with the terms, conditions, and technical specifications set
forth in its application and with the Commission‘s Rules.
               (b) SES Americom‘s operations shall not cause harmful interference
to any lawully operating in—orbit satellites, SES Americom shall cease operations
immediately upon notification of such interference, and SES Americom shall notify
the Commission in writing within 3 days of such an event.
               (¢) SBS Americom will accept interference from any lawully
operating in—orbit satellites or radiocommunication systems.
            (d) SES Americom‘s operations at 171.8° EL. shall be limited solely
to TT&C operations and shall not include the provision of commercial services.
               (€) SBS Americom shall coordinate its Tracking, Telemetry,
Command, and Monitoring (PTC&M) operations with existing geostationary
satellites to ensure that no unacceptable interference results from its TTC&M
operations during the drift of Satcom SN—4 to 171.8° E.L. or while Satcom SN—4 is
located at 171.8 EL.


            For the foregoing reasons, SES Americom seeks authority for a period
of thirty days beginning March 10, 2006 to relocate Satcom SN—4 to 171.8° E.L. and
to conduct TT&C during the drift and while Satcom SN—4 is at 171.8° E.L.
