Conditions IBFS File Nos. SAT—STA—20060202—00013 February 17, 2006 PanAmSat Licensee Corp.‘s (PanAmSat‘s) request for special temporary authority, SAT~ $TA—20060202—00013, IS GRANTED. Accordingly, PanAmSatis authorized for 30 days to continue to operate the tracking, telemetry, and command ("TT&C") payload on Galaxy 3R (Call Sign: E GAL—3R) for purposes of tracking and performing end of life maneuvers‘ to boost the Galaxy 3R satellite to a disposal orbit above the gcostationary are, in accordance with the terms, conditions, and technical specifications set forth in its application and this attachment. 1. PanAmSat shall coordinate all orbit raising maneuver TT&C operations with existing geostationary satellites to ensure that no unaceeptable interference results from ts TT&C operations during its disposal operations. In particular, PanAmSat shall not conduct TT&C operations within two degrees of an existing geostationary satellite operating in the Ku—band, absent suecessful coordination of such operations with the affected satellte operator. 2. During the disposal operations, no harmfulinterference shall be caused by Galaxy 3R to any other lawfully operating space station or radio communications system and operations ofthe Galaxy 3R satellite shall cease immediately upon notification ofsuch interference. 3. PanAmSat is required to accept interference from other lasfully operating space stations or radio communications systems. 4. Any action taken or expense incurred as a result of operations pursuantto this special temporary authority is solely at PanAmSat‘s own risk. 5.. Within thirty days of completion ofthe end of ife maneuvers, PanAmSat shall provide the Commission in writing with the apogee and perigee of Galaxy 3R‘s disposal orbit. 6. PanAmSat is afforded thirty days from the date of release of this action to decline this authorization as conditioned. Failure to respond within this period wl constitute formal acceptance of the authorization as conditioned. 7.
