REQUEST FOR SPECIAL TEMPORARY AUTHORITY PanAmSat Licensee Corp. (‘PanAmSat"), pursuant to Section 25.120 ofthe Commission‘s Rules,‘hereby requests Special Temporary Authority (STA®) for a period of30 days, commencing on December S, 2005,to station Galaxy 15 at 133.25° W .L. and to operate the tracking, telemetry, and command ("TT&C‘)payload on the satellite while it is at tat orbital location. PanAmSat only secks authority herein to operate the TT&C frequencies on Galaxy 15; the company‘s communications payload on Galaxy 15 will not be n operation at 133.25° W.L. The Commission has authorized PanAmSatto Iaunch Galaxy 15 and to operate the satelteat 133.0° W.L., where it willserve as a replacement for Galoxy 1R." The Commission also has granted PanAmSat an STA to conduct in—orbit testing ("IOT") of Galaxy 15 at 150° W.L" 1OT has just been completed, and the stellite has begun a drift toward its assigned orbial location. At present, however, Galaxy 1R is stationed at 133.0° WL. It is necessary on an interim basis, therefore, to station Galaxy 15 atan orbiallcation that is offsct slightly from 133.0° W.L. Accordingly, PanAmSat is fling this request to place Galaxy 15 temporaily at 133.25° W.L. PanAmSatis in the process oanalyzing the remaining fuel profile for Galaxy 1R to determine the appropriate time for ransferring ts trificat133.0° W.L. from Galaxy 1 to Galaxy 15. PanAmSat expectsto complete that process in tnext few weeks. In the event it is determined thatthe appropriate date for te trific transfer is beyond the end ofthe 30—day STA thatis requested herein, PanAmSat will seek an STA extension. Pan¥AmSatalso anticipates fling a requestfor an STA to relocate Galaxy 1R to 132.9° W.L. during the trinsfer of raffc,atthe conclusion of which Galaxy 1R will be decommissioned. PanAmSat‘s STA request is supported by good cause. Grant ofthe request will enable PanAmSatto have Galaxy 15 in position for transfer ofrafic atthe end oflife of Galaxy 1R. This positioning will faciitate continuity ofservice, which is unguestionably in the public interest Accordingly, and for good cause shown, PanAmSatrespectfully requests an STA for a period ofthiny days, commencing on December 5, 2005, to sttion Galaxy 15 at 133.25° W.L. and to operate the TT&C payload on the satelitewhile is at that orbitl location.
