PanAmSat Licensee Corp.'s (PanAmSat) application for an extension of the lic
for the SBS-6 satellite, IBFS File Nos. SAT-MOD-20051020-00204,' IS GRANTFD.
Accordingly, the license term for the SBS-6 satellite (Call Sign: S2707)2 is ext
additional 5 years through and including November 1,201O3 in accordance with this                            c
Attachment and the Federal Communications Commission's ("Commission") Ruks.                                  /

1.         PanAmSat shall maintain, barring catastrophic failure of satellite c
           the capability to deorbit the SBS-6 spacecraft to an orbit with a peri
           altitude of no less than 35,935 kilometers.

2.          To the extent necessary, we are granting PanAmSat's STA Request, I
            No. SAT-STA-20051020-00205,4to operate the SBS-6 satellite after
            expiration of the original term of the license and otherwise dismis
            moot.

3.          PanAmSat is afforded thirty days from the date of release of this grant and
            authorization to decline this authorization as conditioned. Failure to respond
            within this period will constitute formal acceptance of the authorization as
            conditioned.

4.          This grant is issued pursuant to Section 0.261 of the Commission's rules on
            delegated authority, 47 C.F.R. 0 0.261, and is effective immediately.




   The modification request was placed on Public Notice on January 6,2006. See Satellite Space
Applications Accepted for Filing, Policy Branch Information,Public Notice, Report No. SAT-00337 (rel.
Jan. 6,2006). No comments were filed. In response to an inquiry by the Satellite Division, PanAmSat
filed a letter detailing its operations and post mission disposal plans. See Letter fiom Joseph A. Godles,
Esq., Attorney for PanAmSat License C o p , to Robert G. Nelson, Chief, Satellite Division, International
Bureau, Federal Communications Commission, dated July 27,2006 (July 27,2006 Letter). This letter
formed a material basis of the public interest consideration in granting the extension.

* The call sign for this satellite was previously SBS-6. Effective with this grant, the call sign has been
changed to S2707.

 The original license term expired on November 1,2005.

 The modification request was placed on Public Notice on January 6,2006. See Satellite Space
Applications Accepted for Filing, Policy Branch Information,Public Notice, Report No. SAT-00337 (rel.
Jan. 6,2006). No comments were filed.

      APPLICATION FOR LICENSE MODIFICATION OR, IN THE
   ALTERNATIVE, REOUEST FOR SPECIAL TEMPORARY AUTHORITY


        PanAmSat Licensee Corp. (“PanAmSat”), by its attorneys, hereby requests that
the Commission either: (1)modify PanAmSat’s license for SBS-6 by extending the term
of the license; or (2) grant PanAmSat Special Temporary Authority (“STA”)to continue
operating SBS-6 for a period of 180 days after the license for SBS-6 expires. PanAmSat is
filing two versions of its request. One version is accompanied by the filing fee for a
space station modification application, and the other version is accompanied by the
filing fee for a space station STA request.

       SBS-6 was placed into service on November 1,1990. Since becoming operational,
SBS-6 has played an important role in the satellite fleet of PanAmSat and its
predecessors. The satellite presently is stationed at 74.05” W.L., and operates in the
11.70 - 12.2 GHz and 14.0 - 14.5 GHz bands.

       Pursuant to Sections 25.121(a) and (d)(l)of the Commission’s rules,l the license
term for SBS-6 will expire on November 1,2005. That expiration date is well before the
expected end of life of the satellite. Based on current projections, SBS-6 should have
sufficient fuel to continue operating, assuming that stationkeeping is maintained,
through October 2007. The satellite’s life could be extended further if SBS-6 is placed in
an inclined orbit.

       PanAmSat requests that the Commission mod* the license for SBS-6 by
extending the satellite’s term of operation until the earlier of (1)five years from the
license expiration date; or (2) the date that a replacement for SBS-6 has been successfully
placed into orbit and its operations fully conform to the terms and conditions of its
space station authorization. In the alternative, PanAmSat requests the Commission
grant an STA for a period of 180 days after the license for SBS6 expires.

      Grant of either a modification of license or an STA will serve the public interest
by enabling the public to continue receiving service from SBS-6. However, grant of a
modification of license rather than an STA will conserve the Commission’s resources by
eliminating the need to consider a new STA request every 180 days.

       For the foregoing reasons, PanAmSat requests that the Commission modify the
license for SBS-6 to extend the license term of that satellite. Alternatively, PanAmSat
requests the Commission grant an STA to continue operating SBS-6 for a period of 180
days following the expiration of the satellite’s license term.
