REQUEST FOR EXTENSION OF SPECIALTEMPORARY AUTHORITY PanAmSat Licensee Cor.(‘PanAmSat®), pursuant to Section 25.120 of the Commission‘s Rules,‘ hereby requests a thity—day extension of is Special Temporary Authority ("STA"), through November 11, 2005, to operate the Telemetry, Tracking and Control ("TT&C") payload of Galaxy14 at 146° W.L * Galaxy 14 was Iaunched on August 13, 2005, Galaxy 14 is a replacement satelite and cannot conductin—orbit testing (‘IOT") at ts assigned orbital location of 125® W.L For this reason, PanAmSat requested, and the Commission granted, an STA for 30 days to allow Galaxy 14 to conduct IOT at 146° W.L. rather than at ts assigned orbital location. ‘The term ofthi intil STA ran through September 12. Subsequently, PanAmSatrequested a thiny—day extension (through October 12) of ts STA. The Commission has not acted on this extension request. Although 1O has been completed, PanAmSat needs for Galaxy 14 to remain at 146° W.L. longer than had been previously anticipated as resultofchanged circumstances. Galaxy14 is part ofa contingency plan for maintaining service at 133° W L. The International Bureau has authorized PanAmSat to launch Galaxy 15 as a replacement satelite at 133° W.L.," and Galaxy 15 had been scheduled for Iaunch on September 29, 2005Under this schedule, PanAmSat could have made certain, within thtime period covered by the inital STA extension request, that Galaxy 15 had been successfully launched and reached its 1Oorbitallocation before PanAmSat commenced the relocation of Galaxy 14 from 146° W.L.to is assigned orbital location. The aunch of Galay 15, however, has been delayed, and is presently scheduled for mid—October. To take this development into account, and to build n a margin of error in case there are further delays, PanAmSat is requesting a second 30—day extension of ts STA for Galny 14. PanAmSat‘s extension requestis supported by good cause.
