Accordinly, PanAmSatis authorized, for the period from September 12, 2005 to
October 12 2005, to conduct in—orbittesting ofthe Galaxy 14 satelite at the 146.0° WL.
orbital loction,in accordance withthe terms, conditions, and technical specifiations set
forthi ts appliation, this Attachment and the Commission‘s Rules.
PanAmSat shall coondinate its est operations with all potentally affected operating
satelite networks to ensure that no unaeceptable iterference resultsfrom itstest
operationsat 146.0° W.L.
PanAmSat‘ est operations shall not cause harmfulinterference to any lawfully operating
in—orbit satelites, PanAmSat shal cease operations immediately upon notifation of
such interference and PanAmSatshall inform the FCC in writig within 3 days ofsuch an
event
PanAmSat is required to acceptinterference from other lawully operating in—orbit
satellitesor radiocommunication systems.
PanAmSat‘s operations at 146° W.L. shall be limited solely to in<rbit test aperations and
shall not include the provision of commercial services.

     REQUEST FOR EXTENSION OF SPECIAL TEMPORARY AUTHORITY
                         TO CONDUCT IN—ORBIT TESTING

        PanAmSat Licensee Corp. ("PanAmSat"), pursuant to Section 25.120 of the
Commission‘s Rules® hereby requests a thirty—day extension of its Special
Temporary Authority(‘STA") to conduct in—orbit testing ("IOT") of Galaxy 14 at
eWls
       Galaxy 14 was launched on August 13,2005. Galaxy 14 is a replacement
satellite and cannot conduct IOT at its assigned orbital location. For this reason,
PanAmSat requested, and the Commission granted, an STA for 30 days to allow
Galaxy 14 to conduct IOT at 146° W.L.
       PanAmSat had anticipated that 30 days would be sufficient for t to
complete IOT. As a result oflate stage planning involving multiple satellites,
however, PanAmSat has determined that it will be necessary to extend the test
period for Galaxy 14. For this reason, PanAmSat is requesting a thirty—day
extension ofits STA.
      PanAmSat‘s extension requestis supported by good cause. Grant of the
request will enable PanAmSat to complete IOT for Galaxy 14 without disrupting
ongoing services. Such continuation of service is unquestionably in the public
interest


       Accordingly, and for good cause shown, PanAmSat respectfully requests a
thirty—day extension of ts STA to conduct IOT of Galaxy 14 at 146° W.L.
