     1.         PanAmSat Licensee Corp.‘s applications, SAT—MOD—20050815—00159
and SAT—STA—20050713—00146, ARE GRANTED. Accordingly PanAmSat Licensee
Corp.‘s authorization (SAT—LOA—20000929—00136 as amended by SAT—AMD—
20021 107—00203) to operate its C:Band fixed satellite service GALAXY—12 satellite
(Call Sign $2422)at the 74.0°W.L. orbital location and its authorization to operate
GALAXY—12 on a temporary basis at the 125.05° W.L. orbit location (SAT—STA—
20041215—00220) ARE MODIFIED to reassign GALAXY—12 to the 125.15° W.L. orbital
location on an interim basis,and upon completion oftraffc transfer to Galaxy 14‘ to
relocate Galaxy 12 to the 125.25° W.L .orbital location to serve as an in—orbit back—up
satelite in the frequency bands 3700 — 4200 MH (space—to—Earth), and 5025—6425 MHz
(Earth—to—space). Other than the change in orbitallocation, the conditions contained in
the prior authorization‘ remain in effect and the GALAXY—12 satellite will operate in
accordance with the terms, conditions, and technical specifications set forth in its
application, this Attachment and the Commission‘s Rules.
    5          PanAmSat Licensee Corp. shall prepare the necessary information, as may
be required, for submission to the ITU to initite and complete the advance publication,
international coordination, due difigence, and notifieation process of this space station, in
accordance with the ITU Radio Regulations. PanAmSat Licensee Corp. shall be held
responsible for all cost recovery fees associated with these ITU filings. We also note that
no protection from interference caused byradio stations authorized by other
administrations is guaranteedunless coordination and notification procedures are timely
completed or, with respect to individual administrations, by successfully completing
coordination agreements. Any radio station authorization for which coordination has not
been completed may be subject to additional terms and conditions as required to effect
coordination of the frequency assignments of other administrations. See 47 C.FR. §
2s.111(0).
    3.          The license term for the Galaxy—12 satellite expires on May 4, 2018 (Le.,
15 years starting from May 5, 2003, the date that Panamsat Licensee Corp. commenced
operation on the Galaxy—12 satellite).
    4.          PanAmSat Licensee Corp. is afforded thirty days from the date of release
of this grant and authorization to decline this authorization as conditioned.. Failure to
respond within this period will constitute formal acceptance of the authorization as
conditioned.
    s           This Grant is isued pursuant to Section 0.261 of the Commission‘s rules
on delegated authority, 47 C.F.R. § 0.261, and is effective upon release.. Petitons for
reconsideration under Section 1.106 or applications for review under Section 1.115 of the
Commission‘s rules, 47 C.ER. §§ 1.106, 1.115, may be filed within 30 days ofthe date of
the public notice indicating that this action was taken.

        REQUEST FOR EXTENSION OF SPECIAL TEMPORARY AUTHORTTY

       Pursuant to Section 25.120 of the Commission‘s rules,‘ PanAmSat Licensee Corp.
("PanAmSat") requests an extension, for an additional 180 days, of the grant of special
temporary authority ("STA") allowing it to operate Galaxy 12 at 125.05° W.L. In
December 2004, PanAmSat received authority to relocate Galaxy 12 from 125.25° W.L.
to 125.05° W.L. and to operate the satellite at that orbital location. Without an
extension, the STA under which Galaxy 12 now operates will expire on July 23, 3005.2
        When PanAmSat applied for its STA previously, Galaxy 12 was one of three
satellites that PanAmSat had been operating in the vicinity of 125° W.L. To facilitate
stationkeeping, the Commission had authorized PanAmSat to maintain a slight
separation among the satelltes: Galaxy 5, which was PanAmSat‘s operational C—band
satellite; Galaxy12, which was serving as an in orbit spare; and SBS—4, which was
PanAmSat‘s operational Ku—band satellite.
        In its previous STA request, PanAmSat stated that Galaxy 5 was approaching the
end of ts useful life, and that PanAmSat would need to operate Galaxy 12 as a
replacement for Galaxy 5 on an interim basis pending the launch and entry into service
of Galaxy 14. Galaxy 5 was decommissioned in January 2005," and prior to
decommissioning, the traffic on Galaxy 5 was transferred to Galaxy 12. Although the
Commission has authorized PanAmSat to launch and operate Galaxy 14,t it will be
several months at a minimum before Galaxy 14 will be launched, undergo in—orbit
testing, and arrive on station. To ensure continuity of service, therefore, PanAmSat will
need to continue operating Galaxy 12 at 125.05° W.L.
       PanAmSat‘srequestis supported by good cause. An STA will enable PanAmSat
to maintain continuity of service, via Galaxy 12, after the current STA for Galaxy 12 has
expired.
       Accordingly, and for good cause shown, PanAmSat respectfully requests an STA
for 180 days, following the expiration of the current STA, to operate Galaxy 12 at
125.05° W.L.
