    1. DIRECTV Enterprises, L.L.C.‘s (°DIRECTV‘s")application for Special Temporary
       Authority,File No: SAT—$TA—20050624—00136,IS GRANTED. Accordingly,
       DIRECTV is authorized,for the period from August 26, 2005 to October 10, 2005, to
       drif ts DIRECTV 8 satelite (Call Sign $2632) from 100.65° W.L. to 138° W.Lto
       conduct in—orbittesting ofthe DIRECTV 8 stelite DBS payload in the 173 — 17.8 GHz
       (Earth—to—space), and 12.2—— 12.7 GHz (space—to—Earth) frequency bands at the 138.0°
       W.L.orbitallocation and upon completion ofthe testto retur the DIRECTV 8 satellte
       to is assigned orbitallocation of 100.65° W.L., in accordance with the terms,
       conditions, and technicalspecifications set forth in its application, this Attachment and
       the Commission‘s Rules.
   2.. DIRECTV shall coordinateits test operations with all potentally affected operating
       satellite networks to ensure that no unscceptable interference results from it test
       operations at 138.0° W.L
   3. DIRECTV‘s test operations shall not ause harmful iterference to any lawfully
      operatingin—orbit satelites or other radiocommuncation system, DIRECTV shall cease
      operations immediately upon notifieation of sich interference and DIRECTV shall
      inform the FCC in writing within 3 days ofsuch an event.
   4.. DIRECTV is required to acceptinterference from other lwfully operatig in—orbit
       satellites or radiocommunication systems
   5.. DIRECTV‘s operations at 138° W.L. shall blimited solely to in—orbit test operations and
       shall not include the provision of commercial services.
   6. Testing authority is limited to those frequencies for which the DIRECTV—8 satellie is
      authorized under Call Sign: $2632; operations of the Ka—band payload authorized under
      Call Sign: 52132 must cease upon commencement ofthe maneuver to vacate the 100.65°
      W.L. orbitallocation and shallnot resume until such time that the DIRECTV—8 stelite
      has returned to DIRECTV—8‘s authorized orbial position of 100.65° WL.
   7.. DIRECTV shall not operate the DBS payload of DIRECTV—8 during the drif ofthe
       stellite from the 100.65° W.L. orbitlocation to the 138° W.L.orbitlocation and during
       the drif othe stelit from 138° WL.orbi lcation to is assigned orbitalIocation of
       100.65° WiL.
   8.. DIRECTV shallnotify the Commission in writing nolter than seven days afteit has
       completed testing and returned DIRECTV—8 to ts assigned orbital location.

9.. DIRECTV shall coordinate its Tracking, Telemety, and Command, ("TT&C)
    operations with existing geostationary satelitesto ensure that no unaceeptable
    interference results from its TT&C operations during the drit to 138° W.L. and from
    138° W.L to ts assigned orbital location.

10. DIRECTV is afforded thiry days from the date of release of this authorization to decline
    this authorization as conditioned. Railure to respond within this period will constiute
    formal acceptance of the authorization as conditioned.
1. This Authority is issued purstant to Section 0.261 ofthe Commission‘srules on
   delegated authority, 47 C.F.R. § 0.261, and is effectve upon release. Petiions for
   reconsideration under Section 1.106 or applications for review under Section 1.115 ofthe
   Commission‘srules, 47 CF.R. §§ 1.106, 1.115, may be filed within 30 days of he date of
   the public noticeindicating thatthis action was taken.

   Dear Ms. Dortch:

          DIRECTV Enterprises, LLC ("DIRECTV) hercby requests Special Temporary
   Authority (‘STA") during a period between on or about August 26, 2005 and October 10,
   2005, to migrate the DIRECTV 8 satelite from the nominal 101° W.L. orbital location to
   138° W.L., conduct in—orbit esting (‘IOT) ofthe Direct Broadcast Satellite ("DBS")
   communications payload on the satellite at that location, and migrate back to 101° W.L
          DIRECTV 8, a hybrid satellite with both Ka—band! and DBS payloads, was
   successfully launched on May 22, 2005. The satellite is currently located at 100.65°
   W.L, where its Ka—band payload is in regular operation. DIRECTV has not yet had an
   opportunity to conduct IOT othe spacecraft‘s DBS payload, which is a necessary
   precursor to transferring traffic from the satllie it will replace, DIRECTV 2. DIRECTV
   has made arrangements to conduct 1O using the Canadian BSS stot at 138° W.L. for
   approximately two weeks in September. Specifically, DIRECTV contemplates the
   following schedule:
           *     DIRECTV 8 will begin itsdrift to 138° W.L. on or about August 26, 2005.
                 During the drif, which DIRECTV expects t take approximately sixteen days,
                 the satelite‘s communications payloads will be tumed offother than TT&C
                 functions"

   *   The satelite‘s Ka—band payload will not be operated during the period of his STA.
   * DIRECTV will use 17307 MHz fo ts command uplink and 12203.25 and 12203.75 Mitz for
     its telemetry downlinks

       *   After DIRECTV 8 reaches 138° W.L, DIRECTV willthen commence TOT of
           the satellite‘s DBS payload from about September 11, 2005 to September 24,
           2005.

       * After IOT is completed, DIRECTV 8 will then be drifted back to the nominal
         101° W.L. slot (again with its communications payloads tumed offother than
         TT&C functions) over the course of approximately sixteen days, reaching that
         orbital position on or about October 10, 2005.
        Operation and testing of the DBS payload ofDIRECTV 8 during this maneuver
will not result in harmful interference to other satellisystems. DIRECTV has received
permission from Industry Canada to use the 136° W.L. BSS slot for testing, and has
coordinated its TOT plans with Ciel Satellite Communications, Inc.,the Canadian DBS
Hicensee at 129° W.L., which is the nearest DBS system likely to be in operation during
the relevant period. DIRECTV will also coordinate its TT&C operations during drift
with all other potentially affected operators to ensure that no harmfulinterference results.
         Grant ofthis STA request will erve the public interest by allowing DIRECTV to
test the DBS payload on DIRECTV 8 to ensure thatit ifully operational and ready to
begin providing service to millions ofDIRECTV subscribers from itslicensed orbital
location.
        Accordingly, DIRECTV requests the expeditious grant ofspecial temporary
suthority.
