File No: SAT—STA—20050606—001 15, 18 GRANTED. Accordingly, SES Américom is
authorized, for the period ofJune 7, 2005 to June 17, 2005 to operate the AMC—16 Ka—
band payload and Ku—band Telemetry, Tracking and Control ("T.T&C") functions at
96.925° W.L,. and thereafter to drif the AMC—16 satellite to its regularly authorized
location‘ at 85° W.L.in accordance with the terms, conditions, and technical
specifications set forth in ts application, its April 7, 2008 letter,"this Attachment and the
Commission‘ Rules.
    1. During operations at the 96.925° W.L. orbital location, AMC—16‘s authority is
       limited to the Ka—band frequencies and Ku—band TT&C frequencies for which
        AMC—16 is regularly authorized."
    2.. During operations at the 96.925° W.L. orbital location, no harmful interference
        will be caused to any lawfully operating satellite network or radio communication
        system, and SES Americom will immediately cease the operations ofAMC— 16
        upon notification ofharmfl interference. SES Americom must notify the
        Commission,in writing, that it has received such a notification within 48 hours of
        receipt

    3.. During operations at the 96.925° W.L. orbital location, SES Americomis required
        to accept interference to its operations on AMC—16 at 96.925° W.L. from other
        lawfully operating in—orbit satellites.
    4. During operations at the 96.025° W.L. orbital location, SES Americom shall
       maintain a +/— 0.025 degree EastWest stationkeeping tolerance.

      With respect to AMC—16‘s Ka—band operations, no protection from interference
      caused by radio stations authorized by other administrations is guaranteed unless
      coordination and notification procedures are timely completed or, with respect to
      individual administrations, by successfully completing coordination agreements.
      Any radio station authorization for which coordination has not been completed
      may be subject to additional terms and conditions as required to effect
      coordination of the frequency assignments ofother administrations. See 47
      CBR§25.1110).

      During the drift of the AMC—16 satellite tothe 85° W.L. orbital location, SES
      Americom shall not operate the main communications payload on AMC—16.

      SES Americom shall coordinate its TT&C operations with existing geostationary
      satellites to ensure that no unacceptable interference results from its TT&C
      operations during the drif.
      During the drift ofthe satellite to the 85° W.L orbital lcation, no harmful
      interference shall be caused by the AMC—16 satellite to any other lawfully
      operating satellites or radiocommunication systems. Operations ofthe AMC—16
      satellte shall cease immediately upon notifieation of such interference and SES
      Americom must notify the Commission, in writing, that it has received such a
      notification within 48 hours of receipt.
      During the drift of the satellit to the 85° W.L orbital location, the AMC—16
      satelliteis required to acceptinterference from other lawfully operating in—orbit
      sutelltes.

10.   SES Americom shall notify the Commission in writing no later than three
      business days after AMC—16 has arrived at the 85° W.L. orbital location.

11.   Any action taken or expense incurred as a result of operations pursuantto this
      temporary authorization is solely at the isk of SES Americom.

EXPEDITED ACTION REQUESTED
                   APPLICATION OF SES AMERICOM, INC.
             SES Americom, Inc. (‘SES Americom") hereby respectfully requests
special temporary authority for a period of thirty days to: (1) continue operating the
AMC—16 Ka—band payload and Ku—band TT&C at 96.925° W.L. from June 7, 2005 to
June 17, 2005 and (2) subsequently drift AMC—16 from 96.925° W.L. to 85° W.L., the
satellite‘s assigned orbit location. Grant of the instant request will serve the public
interest.

             AMC—16 is a Ku/Ka—band satellite that was launched on December 17,

2004, and is licensed to operate at the 85° W.L. orbital position.‘ On April 8, 2005,
the Satellite Division granted SES Americom special temporary authority to
relocate AMC—16 to 96.925° W.L. and operate the spacecraft‘s Ka—band payload and

Ku—band TT&C at that location, maintaining an East/West stationkeeping tolerance

of 0.025 degrees.* The current STA expires on June 7, 2005.

              SES Americom now seeks a brief extension of its authority to operate

at 96.925" W.L. until June 17, 2005. SBS Americom then proposes to drift AMC—16

from 96.925° W.L. to 85° W.L. The brief extension will permit SES Americom to

complete a full sixty days of operation at 96.925° W.L. prior to returning AMC—16 to
its regularly—authorized orbital location.

              SES Americom hereby certifies that no party to this application is
subject to a denial of federal benefits pursuant to Section 5301 of the Anti—Drug

Abuse Act of 1988, 21 U.S.C. § 862. SES Americom waives any claim to the use of
any particular frequency or of the electromagnetic spectrum as against the
regulatory power of the United States because of the previous use of the same,
whether by license or otherwise, and requests an authorization in accordance with

this application.

             For the foregoing reasons, SES Americom seeks special temporary
authority for a period of thirty days to permit: (1) extension of authority to operate
AMC—16‘s Ka—band payload and Ku—band TT&C at 96.925° W.L. for the period from
June 7, 2005 to June 17, 2005; and (2) relocation of AMC—16 from 96.925° W.L. to
85° W.L. SES Americom requests expedited action on this application.
