EXPEDITED ACTION REQUESTED
                   APPLICATION OF SES AMERICOM, INC.
             SES Americom, Inc. (‘SES Americom") hereby respectfully requests
special temporary authority to continue to operate the AMC—15 Ka—band payload
and Ku—band TT&C at 117 W.L. for the period from March 7, 2005 to March 15,
2005. Grant of the instant request will serve the public interest.
             AMC—15 is a Kw/Ka—band satellite that was launched on October 15,
2004, and is liconsed to operate at the 105° W.L. orbital position.\ On January 6,
2005, the Satellite Division granted SES Americom‘s request for authority to
operate the AMC—15 Ka—band payload and Ku—band TT&C for a period of sixty days
ateach of two orbital locations, 117° W.L. and 113° W.L* Specifically, the STA

Order provided that:

                    SES Americom is authorized to operate AMC—15 at
                    117° W.L. from January 7, 2005 to March 7, 2005.
                    SES Americom is then authorized to drift AMC—15
                    to 113° W.L. and operate AMC—15 at this location
                    from March 21, 2005 to May 21, 2005.

             SES Americom now seeks authority for a minor change in the
timetable specified in the STA Order. SES Americom still intends to relocate AMC—

15 to 113° W.L. so thatit would arrive at that position on March 21. However, a

period of fourteen days is not necessary to accomplish this four—degree move. SES
Americom typically drifts a satellite at a rate of at least a half degree a day. At this
drift rate, the moving satellite is a safe distance from other spacecraft in the plane
of the geostationary orbit. Moving AMC—15 more slowly (ust over a quarter of a

degree a day under the original schedule here) would pose risks to both AMC—15

and other spacecraft in that portion of the are.

             ‘To avoid this risk, SES Americom proposes to delay beginning the
relocation of AMC—15 to 113° W.L., instead keeping the satellite at 117" W.L. for a

longer period. Specifically, SES Americom seeks extension of its special temporary
authority for AMC—15 at 117 W.L. until March 15, 2005. SES Americom would

then commence relocation of the satellite to 113° W.L. on March 15, drifting the

satellite at a rate of approximately three—quarters of a degree per day and arriving
at 113° W.L. on March 21.


             Apart from this change in dates, SES Americom seeks authority for

AMC—15 at 117° W.L. subject to the conditions adopted in paragraph 13 of the S7A

Order.

             SES Americom hereby certifies that no party to this application is
subject to a denial of federal benefits pursuant to Section 5301 of the Anti—Drug
Abuse Act of 1988, 21 U.S.C. § 862. SES Americom waives any claim to the use of

any particular frequency or of the electromagnetic spectrum as against the
regulatory power of the United States because of the previous use of the same,
whether by license or otherwise, and requests an authorization in accordance with

this application.
             For the foregoing reasons, SES Americom seeks an extension of its
special temporary authority to allow it to continue to operate the AMC—15 Ka—band

payload and Ku—band TT&C at 117° W.L. for the period from March 7, 2005 to

March 15, 2005. SES Americom requests expedited action on this application.
