Accordingly, PanAmSat is authorized, for the period of 30 days commencing with the Iaunch ofthe Galaxy 14 satellie, to conductin—orbitesting ofthe Galaxy 14 satelite at the 146.0° W.L. orbital location and upon completion ofthe test to drift the Galaxy14 to ts assigned orbital location of 125.05° W.L., in accordance with the erms, conditions, and technical specifictions set forth in its application,this Attachment and the Commission‘s Rules PanAmSat shall coordinate its tst operations with all potentilly affected operating sitellite networks to ensure that no unacceptable interference results from it test operations at 146.0° W.L. PanAmSat‘s test operations shallnot cause harmfulinterference to anylawfully operating in—orbit satelites, PanAmSat shall cease operations immediately upon notifcation of such interference and PanAmSat shall inform the FCC in wrting within 3 days of such an event PanAmSat i required to accept interference from other lawfully operating in—orbit stelltes or radiocommunication systems. PanAmSats operations at 146° W.L. shall be lim ted solly toin—orbittes operations and shall not include the provision of commercial services. Testing authorit is limited t those frequencies for which the Galaxy 14 satelite is authorized. PanAmSat shall notify the Commission in writing no late than seven days afte t has completed testing of Galaxy 14 and commenced the move ofGalaxy 14 to is asigned orbital location of 125.05° W.L. PanAmSatshall coordinate its Tracking, Telemetry, Command, and Monitoring ("TTC&M) operations with existing geostationary satelites t ensure that no unacceptable interference results from its TTC&M operations during the drft from 146.0° W.L to ts assigned orbital location of 125.05° W.L

REQUEST FOR SPECIAL TEMPORARY AUTHORITY TO CONDUCT IN—ORBIT TESTING PanAmSat Licensee Corp. (‘PanAmSat"), pursuant to Section 25120 of the Commission‘s Rules,\ hereby requests Special Temporary Authority (‘STA") to conduct i—orbit testing ("IOT") of Galaxy 14 at 146° W.L. PanAmSat seeks an STA for a period of thirty (30) days, beginning on the date that the spacecraft arrives at that orbital location 2 The Commission has authorized PanAmSat to launch Galaxy 14 and to operate the satellite at 125.05° W.L.3 PanAmSatis unable to conduct IOT for Galaxy 14 atits assigned orbital location, however, because doing so would interfere with ongoing services. Accordingly, PanAmSat seeks authority to locate Galaxy 14 initially at 146° W.L. for purposes of IOT. PanAmSat‘s STA request is supported by good cause. Grant of the request will enable PanAmSat to complete IOT for Galaxy 14 without disrupting ongoing services. Providing for continuity of service is unquestionably in the public interest Moreover, grant of the requested STA will present no risk of interference to other authorized users. The only known satellite located or planned to be located near 146° W.L is Inmarsat—2 F3 at 142° W.L., which is operated by Inmarsat, and PanAmSat will coordinate with Inmarsat prior to commencing 107.
