         1.     PanAmSat Licensee Corp‘s. (PanAmSa), application, SAT—STA—
                20041208—00217, IS GRANTED and PanAmSat, is authorized for a
                period of 30 days commencing on December 24, 2004 to (1) relocate
                GALAXY 5 from 125.05° W.L.to 125.15° W.L. and to operate GALAXY
                5 in the 3700 — 4200 MHz and 5925 — 6425 MHz frequency bands for the
                purpose oftransferring communications traffic to GALAXY 12 (call sign
                §2422)\, and (2) once the communications traffic has been transferred,
                operate the tracking, telemetry and command ("TT&C") systems on
                GALAXY 5 satelliteto perform end—oflife maneuvers boosting the
                satellte to a disposal orbit above the geostationary are, in accordance with
                the terms, conditions, and technical specifications set forth in its
                application, this Attachment and the Federal Communications
                Commission‘s Rules.
        2.      No harmful interference shall be caused by GALAXY 5‘s operations at
                125.15° W.L.to any other lawully operating in—orbit satellite and
                operations of the GALAXY 5 satelite shall cease immediatelyupon
                notification of such interference.
        3.      PanAmSat shall coordinateall TT&C operations with existing
                geostationary satellitesto ensure that no unacceptable interference results
                from its TT&C operations during its disposal operations.
        4.      During the disposal operations, no harmful interference shall be caused by
                GALAXY 5 to any other lawfully operating in—orbit satelite, and
                operations of the GALAXY 5 satellite shall cease immediately upon
                notifiation of such interference
        5..     PanAmSatis required to accept interference from other lawfully operating
                in—orbit satellites.
        6.      Within thirty days of completion of the end—oflife mancuvers, PanAmSat
                shall provide the Commission in writing with the apogee and perigee of
                GALAXY 5‘s disposal orbit.
        7.      This special temporary authority is issued pursuant to Section 0.261 of the
                Commission‘s rules on delegated authority, 47 C.F.R. § 0.261, and is
                effective upon release.

                 REQUEST FOR SPECIAL TEMPORARY AUTHORTTY

        PanAmSat Licensee Corp. (‘PanAmSat"), pursuant to Section 25.120 of the
Commission‘s rules," hereby requests special temporary authority ("STA") for 30 days,
commencing on December 24, 2004, to: (1) relocate Galaxy 5 from 125.05° W.L. to
125.15° W.L for the purpose of handing off communications traffic to a replacement
satellit; and (2) once communications traffic has been handed off, to continue operating
the satellite‘s tracking, telemetry, and command ("TT&C®)payload during end of life
maneuvers.
       Galaxy 5 is one of three satellites that PanAmSat operates in the vicinity of 125°
W.L. To facilitate stationkeeping, the Commission has authorized PanAmSat to
maintain a slight separation among the satellites. Galaxy 5, which is PanAmSat‘s
operational C—band satellite, is located at 125.05° W.L. Galaxy 12, which is serving as an
in orbit spare, is located at 125.25° W.L. SBS—4, which is PanAmSat‘s operational Ku—
band satellite,is located at 124.95° W.L.

      Galaxy 5 is approaching the end of its useful life, and the Commission has
authorized PanAmSat to launch and operate Galaxy 14 as a replacement2 Galaxy 14,
however, will not be launched untilafter Galaxy 5 needs to be decommissioned. To
ensure continuity of service, PanAmSatis seeking authority in a separate STA request
to relocate Galaxy 12 to 125.05° W.L, where it can (following the hand—off of traffic from
Galaxy 5) serve as a replacement on a temporary basis.
        PanAmSat‘s request for an STA is supported by good cause. Relocating Galaxy 5
away from 125.05° W.L. will free up that orbital location for a replacement satellite.
Relocating Galaxy 5 to 125.15° W.L. will keep the satelite in close proximity to the
replacement satellite, thereby facilitating the transfer of traffic from Galaxy 5 to its
replacement. Continuing TT&C communications during end of life maneuvers will
ensure that Galaxy 5 is decommissioned in an appropriate manner Itis
unquestionably in the public interest for a satellite operator to be able to transfer traffic
from a satellite to its replacement, maintain continuity of service, and exercise control of
its spacecraft during end of life maneuvers.

       Accordingly, and for good cause shown, PanAmSat respectfully requests an STA
for up to 30 days, commencing on December 24, 2004, to relocate Galaxy 5 to 125.15°
W.L. and to continue operating the TT&C payload on the satellite during end of life
maneuvers.
